Description

Under limited supervision of the Director, Planning and Water Resources Division, manages advanced specialized engineering work in the planning and analysis of public water system facilities. Plans, directs, coordinates, and manages consultants, and engineering professionals. Performs related work as required.

Examples of Duties

  • Plans, directs, coordinates and manages consultants and in-house engineering and technical staff involved in the planning of public water system and related facilities.
  • Oversees the development of the ten-year Capital Improvement Program in coordination with other Divisions. Coordinates with Production and Transmission and Distribution staff on timing and scope of system improvements and makes recommendations to senior staff.
  • Directs development, maintenance, and use of the system hydraulic model to support strategic objectives, evaluation of alternative operations, development of system operational guidelines, and related system studies.
  • Manages the development and analysis of demand forecasts and trends.
  • Oversees maintenance of enterprise GIS data.
  • Directs the review of site and subdivision plans for private development activity for conformance with Fairfax Water standards.
  • Oversees development of standards and procedures for water utility infrastructure installed by private developers.
  • Oversees compliance with Local Review Program under Memorandum of Understanding with the Virginia Department of Health.
  • Oversees the acquisition, drafting and recordation of all Fairfax Water easements and easement quitclaims and ensures conformance to standards.
  • Directs system planning and analysis initiatives as requested by wholesale customers.
  • Directs coordination with other metropolitan area water utilities and governmental agencies related to regional water reliability scenarios and system capabilities.
  • Directs the improvement of system planning and analysis, situational awareness, and performance measurement through the use of data from GIS and other enterprise systems.
  • Directs system mapping of water system assets and specialty mapping to support organizational needs.
  • Directs general, site, and other types of plans associated with land development and zoning processes to determine compliance with Fairfax Water criterion, and determining whether the proposed water facilities comply with Fairfax Water criteria or will impact existing Fairfax Water facilities.
  • Oversees all aspects of plan review among Fairfax Water departments and outside agencies and parties.
  • Oversees and provides guidance on plan review and technical services (mapping) by Chief, Site Plan Review and the Supervisor, Technical Services.
  • Directs updates to Fairfax Water's Design Practice Manual, Construction Practice Manual, Fairfax County Public Facilities Manual (Water Section) and other guidance documents associated with the plan review process.
  • Represents Fairfax Water at public meetings including, but not limited to Fairfax Water Board, Fairfax County Planning Commission, civic associations, and other similar organizations.
  • Attends meetings, conferences and prepares reports as needed.
  • Supervises department staff: Chief System Planning, Chief, Site Plan Review, and Supervisor, Technical Services.

Typical Qualifications

  • Graduation from college with a bachelor's degree in civil, sanitary, or related engineering ten years of progressively responsible professional experience in the planning, design and construction of public water system facilities, including three years at a supervisory level or any equivalent combination of education, experience and knowledge. Related Master's Degree or other higher graduate level education preferred.
  • Registered Professional Engineer in the Commonwealth of Virginia.
  • Comprehensive knowledge of the theory and practice of water supply, treatment, and distribution engineering relating to the planning and design of public water supply facilities.
  • Excellent leadership, interpersonal, and supervisory skills. Ability to work effectively in a team and facilitate consensus.
  • Excellent verbal and written communication skills and ability to prepare technical reports.
  • Ability to plan, direct, coordinate, and supervise the work of professional and technical engineering staff.
  • Knowledge of Fairfax County plan review process.
  • Ability to establish and maintain effective working relationships with co-workers, supervisors, and the public.
  • Ability to prepare and present information to senior management, the Fairfax Water Board and the general public.
  • Ability to understand and follow oral and written instructions and perform job duties without immediate or detailed supervision.
  • Ability to work on multiple assignments concurrently.
  • Knowledge of GIS, hydraulic and hydrologic modeling.
  • Possession of a valid driver's license and good driving record.
  • Must pass a controlled substance (drug) test for employment.

The Fairfax Water Health Plan is offered to all permanent full time employees and their eligible dependents. The medical, dental and vision plans are administered by UMR, United Healthcare..

Coverage is effective 1st day of month after hire if hired between the 1st and 15th of the month. If hired between the 16th and 31st of the month, coverage is effective the 1st day of the 2nd month after hire.

Group Life Insurance - Employee Cost Month

Basic = 2 times annual salary

Paid by Fairfax Water

Supplemental 1 to 5 times annual salary

Age-banded rates

Dependent spouse and/or child - $3.00

The Group Life Insurance Plan is offered to all permanent full time employees. Effective date follows same rule as health insurance.

Long-Term Disability

Effective after 36 months of employment with Fairfax Water. Benefit is equivalent to 66.7% of base pay at no cost to the employee.

Fairfax Water Retirement Plan - Is a defined benefit plan in which all regular full time employees are enrolled in at time of hire at no cost to employees. Employees are vested after five years of service.

ICMA 457 Plan - Is a deferred compensation plan which employees can voluntarily participate in with a maximum contribution as established by the IRS on a yearly basis.

Additional Benefits

Flexible Spending Accounts: Fairfax Water offers a Medical Flexible Spending Account where employees may contribute up to $2,750.00 per year on a pre-tax basis for eligible expenses. Fairfax Water offers a Dependent Care Flexible Spending Account where employees may contribute up to $5,000.00 per year on a pre-tax basis for eligible child-care expenses.

Child/Adult Care Reimbursement: Employees with household incomes under $60,000 my be eligible for an annual subsidy for licensed child/adult care ringing from $800.00 to $4,000.00 depending on eligibility.

Professional Development: Reimbursement of approved attendance at professional conferences and seminars

Direct Deposit of pay. Pay days are bi-weekly on Thursday.
