About Pan American Health Organization

The Pan American Health Organization (PAHO) is the specialized international health agency for the Americas. It works with countries throughout the region to improve and protect people's health.

PAHO engages in technical cooperation with its member countries to fight communicable and noncommunicable diseases and their causes, to strengthen health systems, and to respond to emergencies and disasters.

PAHO has 35 Member States and four Associate Members in the region. Under their leadership, PAHO sets regional health priorities and mobilizes action to address health problems that respect no borders and that, in many cases, jeopardize the sustainability of health systems.

PAHO wears two institutional hats: it is the specialized health agency of the Inter-American System and also serves as Regional Office for the Americas of the World Health Organization (WHO), the specialized health agency of the United Nations.

From its Washington, D.C. headquarters, 27 country offices and three specialized centers in the region, PAHO promotes evidence-based decision-making to improve and promote health as a driver of sustainable development.

Our Achievements

During its more than 120-year history, PAHO has played a key role in important hemispheric health achievements, including:

  • A gain of 30 years in average life expectancy since 1902.
  • The eradication of smallpox and poliomyelitis from the Americas.
  • The elimination of endemic transmission of measles, rubella, and congenital rubella syndrome.
  • Major reductions in infant and child mortality. Significant expansions of health coverage for poor and vulnerable populations in its member countries.
  • In Latin America and the Caribbean, the highest rates of coverage with antiretroviral treatment for people with HIV of any middle-lower-income region.
  • Substantial reductions in the impact of neglected diseases such as leprosy, Chagas disease, and onchocerciasis (river blindness).
  • Global recognition of PAHO's leadership on indigenous health and progress in the production, comprehensive management, and analysis of health information disaggregated by ethnicity.
  • Health financing options across member states to assist in providing access to healthcare.
  • Establishment of the High-Level Commission on Mental Health and COVID-19 to prioritize mental health in the Region and provide guidance to Member States and PASB on strengthening mental health during and after the pandemic.
  • During the COVID-19 pandemic, through its Revolving Fund, PAHO procured and delivered over 151 million doses of COVID-19 vaccines to more than 30 countries in the Americas.
  • In response to PAHO's Regional COVID-19 Response Strategy and Donor Appeal, the Government of the United States of America, provided $75M in 2022 to help countries in Latin America and the Caribbean continue to scale up their responses to the pandemic. Due to this funding, PASB was able to support countries to increase their vaccine doses administered in the region from 1.48B to 2.09B.
  • The development and rollout of the One Health Joint Plan of Action (2022 - 2026), a response to international requests to prevent future pandemics and promote health sustainability, created jointly by WHO, the Food and Agriculture Organization of the United States, the United Nations Environment Programme, and the Agriculture Organisation for Animal Health.
  • The Policy on the Health Workforce 2030, a plan to combat a projected shortage of at least 600,000 health professionals in Latin America and the Caribbean by 2030.

About The Department of Communications (CMU)

The Department of Communications (CMU) of the Pan American Health Organization leads in the development, implementation, and management of PAHO's corporate communication strategy at all levels, internally and externally, within a complex range of media outlets and platforms, media relations, a 24/7 information cycle, and increasing mis- and disinformation. Corporate communication is essential to PAHO's mission and strategic priorities. Advancing the principles and practices of communication in support of sound public health principles and practices and PAHO's mission in the delivery of technical cooperation in the Region of the Americas is essential. Strategic and proactive communication is key to raising PAHO's visibility and voice, as well as a tool for advocacy and impact. As the lead multilateral health organization in the Region of the Americas and globally recognized, PAHO's communication must be "best in class" utilizing the necessary leadership, strategies, approaches, tools and technologies in support of PAHO's roles and responsibilities across a multiplicity of languages, cultures, complex political dynamics, with a keen focus on public health, science and evidence within an increasingly dynamic public health environment.

The Opportunity

The incumbent is responsible for leading and managing CMU and PAHO's Communication Strategy and functions - from concept to implementation to evaluation and continuous learning and improvement. As CMU Director, she/he provides the communication leadership, policy guidance and communication strategies, approaches and actions between Headquarters, Country Offices and Specialized Centers, as well as with WHO, other national and international organizations and the public-at-large to ensure PAHO's work and contributions are well known, current and impactful.

The incumbent will advance initiatives to strengthen PAHO's visibility, reputation and brand, and through communication strategies, help to position PAHO as an authoritative, recognized, and trusted source of public health knowledge, science, data/evidence in its technical cooperation activities in the Americas and globally.

The incumbent must become highly knowledgeable in PAHO's governance results and actions; organizational planning, execution and management policies and processes and budget allocations, and understand well the national, subregional and regional dynamics at play, to help to ensure PAHO's communication strategies and actions are timely, effective, influential, and at times, catalytic. She/he provides strategic vision and insight to and in consultation and coordination with PAHO leadership levels at HQ and country offices, directly reporting to the PAHO Deputy Director. With the incumbent's leadership and expertise and with the reliance and engagement of a talented CMU team and collaboration with Communication focal points at headquarters and in the field, she/he provides vision, strategy, guidance and advice to PAHO Executive Management, technical entities and country offices on internal and external communication.

Essential Duties and Responsibilities

Under the general supervision of the Director (D), and the direct supervision of the Deputy Director (DD), the incumbent is responsible for, but not necessarily limited to, the following assigned duties:

a) Provide leadership, strategic vision, advice and management for the implementation of PAHO's corporate communications strategy (internal and external), ensuring impact across governments and other relevant stakeholders, cultures and languages; enable alignment and coherence with WHO's global communication strategy and other multilateral institutions as appropriate and work to facilitate PAHO's strategic positioning across the Region of the Americas. This includes the development and implementation of clear communication goals, strategies and approaches, identification of target audiences, articulation of messaging and the measurement and analyses of the effectiveness and impact of such actions.

b) Ensure excellence in the conceptualization, development/design, production and dissemination across a wide array of media venues around impact of public health information materials and products, including press releases, press briefings, interviews, social media, corporate branding, websites, newsletters, speeches/ statements, brochures, regional and global campaigns, fact sheets, published articles and audiovisual materials, including video production.

c) Provide strategic advice to the Director, Deputy Director and PAHO senior management and technical experts at HQ and country office levels on using communication strategically and effectively to support policy advocacy, technical and scientific cooperation, partnerships and resource mobilization as well as to support the development of the necessary communication competencies to effectuate said advice and promote PAHO's work in the region and when appropriate, globally.

d) Provide communication advice and support to optimally implement internal communication and staff engagement and use communication in support of employees' engagement work in support of PAHO's mission.

e) Support PAHO's advocacy and resource mobilization activities, to ensure effectiveness in outreach, brand integrity and recognition of PAHO's technical cooperation.

f) Help to guide and manage PAHO communication focal points located at Headquarters and in Subregional/Country Offices to help ensure PAHO's communication coherence and alignment.

g) Identify and obtain financial resources to support the implementation of the Department's work plan, in collaboration with other departments of the Organization.

h) Identify, promote, establish, maintain and coordinate partnerships with other United Nations organizations, the Inter-American System and other partners in order to maximize programmatic integration, efficiency and effectiveness.

i) Formulate and recommend policies, plans and strategies, in support of the Governing Bodies' mandates related to the work of the Department; develop and establish guidelines, norms, practices and procedures to improve the Organization's institutional communications strategies; report to Governing Bodies on the status or results of the program of work.

j) Develop, define and establish the objectives, strategies, plans and budget of the Department; ensure that the strategy and objectives are aligned with the Organization's mission, vision, values, policies, strategies and priorities; monitor the implementation of activities, implement corrections of any deviations and incorporate feedback to redefine the objectives and/or strategies; ensure that results and products delivered by the Department are aligned with the Organizational Strategy and make significant contributions to outputs and outcomes as defined in the Strategic Plan.

k) Administer, allocate and monitor the implementation of the Department's financial and human resource priorities; prepare and justify program/ budget proposals and ensure optimal implementation; define the Department's Human Resources Plan including the organizational structure, competencies and terms of reference; manage human resource needs and actions.

l) Provide authoritative advice and insight and work to ensure a comprehensive orientation to staff assigned to the Department, sub-regional and advisors located in the countries.

m) Provide leadership to guide and motivate teams in a multicultural environment and ensure continuous training and development of CMU staff; including through the identification and implementation of clear work objectives, effective use of performance reviews and feedback mechanisms, regular communications with CMU staff, and helping to address interpersonal or conflicts.

n) Promote a culture of ethical behavior and integrity in accordance with the Organization's Code of Ethical Principles and Conduct to ensure a culture of respect, responsibility, accountability, and compliance.

o) Provide a managerial framework that demonstrates credibility, trust and value to Member States and partners, while optimizing and empowering staff performance; and when appropriate, provide advice to institutions of Member States in the area of communication, media and messaging.

p) Collaborate in the Organization's response to emergency situations; provide l expertise in the development of effective communication campaigns in order to facilitate timely response as required.

q) Direct and participate in the development of policies and their implementation in the area of communication and in relation to policy and procedures under the areas of responsibilities under CMU's purview.

r) Perform other related duties, as assigned.

Experience

Essential: Thirteen years of combined national and international progressively more responsible experience designing, planning, implementing and evaluating communication and marketing campaigns.

Desirable: Experience developing and leading policy advocacy and social marketing campaigns related to public health or international development in Latin America and the Caribbean region. Demonstrated experience supporting social policy advocacy, social marketing and fund-raising strategies would be highly desirable.

Technical: Expertise in market research and audience analysis; writing and editing for several audiences in various styles, in multiple languages; knowledge of public health and international development; ability to lead and mentor cross-functional communication teams to ensure brand coherence and positioning; ability to provide advice and guidance on communication standards and strategy to medical and public health professionals. Extensive communication medium experience including op-eds, press engagement, marketing materials, print and digital publications, and public relations articles. Wide and varied knowledge of communication sources and systems; innovative use of the web and social media; ability to monitor and report on program performance. 13+ years' experience in a journalistic/communications setting, utilizing oral and written communications with notable excellence.

Managerial: Extensive expertise in senior, progressively responsible positions in corporate communications, public health agencies or international development organizations; administration of matters requiring sensitive negotiation and high-level intervention and in managing change; management of communication products and services; knowledge of relevant international norms, standards and legislation. Demonstrated ability to provide professional leadership to strategic, organizational, managerial and analytic work; resourcefulness, initiative, highly developed judgment and interpersonal skills to deal with difficult situations, sensitive issues, establish and maintain effective working relations with people of different professional levels, discipline, nationalities and cultural backgrounds.

Languages: Excellent knowledge of English or Spanish with a working knowledge of the other language. Knowledge of French and/or Portuguese would be an asset.

Information Technology: Demonstrated ability to effectively use current technology and software, spreadsheets, presentations, and management information systems. Significant knowledge and experience of communications across social media including Meta, LinkedIn, X, Instagram, etc. Other IT skills and knowledge of software programs such as Microsoft Excel, Outlook, OneDrive, PowerPoint, Teams, SharePoint, and Word are considered essential.

Education

A university degree in communications, marketing or related social science or other field related to the functions of the position and a master's degree in marketing, communications or related field, from a recognized institution.
