Job Description:

This position supports multiple capabilities developed and maintained to support the Department of Defense (DoD) with data analysis, data availability, and decision-making. The candidate will be supporting the Office of the Under Secretary of Defense for Acquisition and Sustainment (OUSD (A&S)), the Office of the Assistant Secretary of Defense for Acquisition (OASD(A)), Defense Pricing and Contracting (DPC), Acquisition Policy and Innovation (API). As a support contractor for DPC/API, it is expected that the appropriate candidate will support organizational goals and strategies for the organization.

The Communications Planner/Lead will support the development and management of external communications supporting capability implementation for multiple applications. Additionally, they will be expected to manage all communication products available on the applications and ensure timeliness of video creation and availability to users.
  • Responsible for coordinating the change management process with a focus on external communications to key stakeholders and serves as Communications Lead
    • Creates, tracks, and manages the Communications Tracker
  • Provides bi-weekly and ad hoc updates to the client and peers on the status of items in the communications tracker and facilitates discussions on current tasks, new tasks, communications gaps, opportunities and/or threats to effective communication of program goals, and capability deployment schedules
  • Maintains awareness of and communication status of progress towards program goals through coordination and collaboration with team leads
  • Assists DPC/API Strategic Communications team in message generation related specifically to capabilities and strategic achievements
  • Assists team leads in creating and communicating a unified message to implement an effective change management strategy
  • Manages all system outage communications with external stakeholders, manages application alerts/announcements on NIPR and SIPR
  • Tracks and maintains website content, including resources and help materials
    • Coordinates updates of user guides, help videos and other materials for as needed for capability deployments
  • Works with Acquisition Subject Matter Experts and Government Stakeholders across several government offices to create, refine and implement content updates to ensure relevant resource information for capability users
  • Proactively identifies opportunities for process improvements throughout the program, including meeting consolidation, software/tool usage, communication methods, etc.
  • Maintains document templates and update/communicate them, as needed
  • Maintains contact lists and directories for the team and the organization
  • Responsible for the development and coordination of the weekly activity report (WAR), a weekly update that highlights program accomplishments for A&S leadership
  • Identifies opportunities to increase program visibility, both within the Department and externally
  • Dynamic skillset and attitude to adapt to new requirements and direction
  • Assists with additional and ad hoc communications as needed.

Experience Requirements:

Mandatory:
  • 8-10(+) years related experience supporting the DoD, Uniformed Services, or Fourth Estate (Defense Agencies, Field Activities, etc.)
  • Experience interacting on-site with federal government clients and senior leadership
  • Proficiency in Adobe suite or other design tools
  • Attention to detail with strong organizational skills
  • Excellent written and verbal communication skills
  • Proficiency in Microsoft Outlook, Project, Word, Excel, PowerPoint, and Vizio
  • Proven ability to adapt to extremely dynamic requirements
  • Excellent meeting management skills

Preferred Experience:
  • Experience working with the Department of Defense or Office of the Under Secretary of Defense for Acquisition & Sustainment
  • Strong understanding of the Adaptive Acquisition Framework (AAF)
  • 5+ years of Federal Contractor experience, 3+ years preferably within the DoD
  • Demonstrated integrated communications supporting complex scenarios or supporting software development
  • Understanding of the agile methodology (a plus, not required)
  • Camtasia software experience

Education Requirements:

Mandatory: Bachelor's Degree in Communications, Business, Business Administration, Public Policy, Public Administration, or a related field.

Waiverable/Substitutable: 4 Additional years of equivalent work experience may be substituted for the degree requirement, including experience managing projects.
