Job description

CORE is seeking a seasoned manager and inspiring leader to

to lead CORE's Ukrainian operations in program implementation and partnership development. The Director for CORE Ukraine will manage a dynamic local leadership team implementing multi-million-dollar portfolio across the east and west of Ukraine. The Director is expected to bring experience and relationships, managing USAID, UN, EU, and private donors, and be capable of interfacing with a variety of donors and community partners to advance CORE's mission and portfolio in the region.

Responsibilities:
    • To work in several different locations across Ukraine, providing steadfast program oversight and innovative and strategic business development leadership.
    • Identify and explore new partnerships, consortiums, working groups, and funding opportunities from USAID/BHA, ECHO, UN, and other donors.
    • Identify and collect appropriate data to establish funding baselines and trends.
    • Profile the competitive environment, providing insights and recommendations that support strategic decision-making.
    • Translate data into executable and effective market intelligence reports.
    • Work collaboratively with CORE's HQ Partnerships Department to create a tailored pipeline based on market intelligence.
    • Identifying funding opportunities from BHA, IOM, PRM, ECHO, and other UN entities to continue and grow our current program portfolio.
    • Lead the field input and support relevant staff in developing concept papers, proposals and budgets.
    • Serve as liaison between CORE Ukraine and CORE Headquarters, advocating for CORE Ukraine to HQ, as well as overseeing implementation of HQ led policies.
    • Represent CORE/Ukraine with donors and external partners
    • Establish and maintain highly collaborative working relationships with key stakeholders with relevant in-country stakeholders; serve as the primary point of contact to donors and as the principal liaison with donor staff, institutions, and country partners to exchange information and develop professional relationships.
    • Be responsible for the overall management of CORE Ukraine operations.
    • Supervise CORE Ukraine senior management staff.
    • Innovate, initiate, and implement future programs and activities for CORE Ukraine.
    • Provide regular reports on program activities following internal CORE and external donor monitoring requirements.
    • Oversee the development of annual work plans, annual and quarterly reports, and other requests that may come from donors.
    • Effectively manage and support long- and short-term consultants.
    • Develop processes to improve efficiency, communications and structure for area programming in conjunction with CORE leadership.
    • Perform any other work-related duties if applicable


Qualifications:
    • University degree in relevant international development/humanitarian aid work subjects and/or equivalent field experience at a senior level
    • MA Preferred


Experience:
    • At least 10 years of professional managerial experience in the international development/humanitarian sector, social science, economics, business administration, development studies, international relations, public administration or a related field
    • Shelter, WASH, GBV, management of refugees/displaced a plus
    • Proven experience of budget management across multiple field sites and with multiple partners.
