Job description

Summary You will serve as a MECHANICAL ENGINEER in the HULL, DECK, AND AUXILIARY SYSTEMS DIVISION of NAVSEA HQ FIELD SUPPORT. This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-4 broadband level encompasses positions equivalent to GS-14 and GS-15. Responsibilities You will be responsible for Climate Control Systems such as the HVAC portion of Collective Protection Systems (CPS) and HVAC systems, including fans, fan coil units, cooling fans, and space heaters. You will be responsible for Submarine Atmosphere Control and Monitoring Systems, including CO2 scrubbers, CO-H2 burners, electrolyzers, lithium hydroxide, and oxygen candles. You will be responsible for Compressed Gas Systems, including high-pressure air compressors, low-pressure air compressors, dehydrators, flasks, and distribution systems. You will be responsible for Oxygen and compressed gas system cleaning and surface ship oxygen/nitrogen production equipment. You will perform special studies and will participate in special project teams located in any part of the Naval Sea Systems Command. You will consult with Ship Design Managers, Program Managers, Technical Warrant Holders, Deputy Warranting Officers, Chief Engineer (CHENG), Program Executive Office (PEO) staff and other top officials. You will plan future engineering aspects of program development, deployment, operation and maintenance. You will advise on application of new technologies in thermodynamics, mechanical and other physical, mathematical and engineering sciences to problems concerned with the production, transmission, measurement and use of energy. You will plan and conduct investigations, risk assessments, analyses, and design modifications of subsystems and new equipment concerned with facilities, systems, equipment and instruments. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band, NH-03 (GS-13) or grade level in the federal service or equivalent experience in the private or public sector as a professional engineer managing auxiliary systems (e.g. HVAC, Atmosphere, Compressed Gas Systems) to ensure reliability and functionality for surface ships or submarines. Education Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. OR Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. For more information, please visit: OR Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above) OR Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. Additional Information This position has a control point; thus, the salary range for this position is capped at GS-15, step 05 which is currently equivalent to $185,824. If your current salary is above this amount, your salary may be matched. This position is covered by the Department of Defense Priority Placement Program.
