The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.

Responsible for the growth of data in the statistics and reporting environment by leading the certification

of data sets that are available for reporting, collaborating with IRS information technology leaders on

desired new technologies and techniques to create efficient processes around data extraction, loading,

transformation, governance, and cataloguing for better and reduced time to insights for the business units. Combines, analyzes, and interprets large and/or complex data sets to develop organizational solutions.

Identifies the methods, processes, algorithms, tools, and systems to extract and interpret findings from

various structured and unstructured data sets related to the data science lifecycle. Responsible for the

development of algorithms and/or tools to support data manipulation and processing as well as the use of

data visualization techniques to articulate findings. Uses emerging technology, and various data sources

to perform exploratory analyses on new and archival data sources.

Conducts in-depth analysis of data and disseminates the results of those analyses. Identifies and/or

develops innovative and effective approaches and methodologies; applies advanced operations research

and data science techniques for quantitative analysis, statistical analysis, forecasting, predictive modeling, prescriptive analysis, and optimization; and validates analysis and outcomes. Conducts statistical analysis to make informed projections and recommendations.

Applies professional knowledge of computer science, mathematical, statistical theories,

techniques, and methods to gather, analyze, design, and construct new processes for analytical

modeling, interpreting models, and/or reporting quantitative information, trends, relationships,

and correlations among or within data. Advises on the potential benefits/uses of automation to

improve the efficiency of program operations. Analyzes a variety of data sources to provide datadriven

insights to the RAAS organization to streamline processes.

Utilizes an in-depth knowledge of data science techniques and methodologies such as machine

learning, predictive analysis, prescriptive analysis and optimization, and other emerging

analytical techniques to assist, consult, or lead others in the application of data science

techniques. Defines and documents the specific analytics approaches applied in project delivery;

establishing success metrics to be used in satisfying business's requirements for project

outcomes; and establishing key performance indicators to be used in ongoing reporting that

measure the value creation delivered by the project over time.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. QUALIFICATION REQUIREMENTS: To qualify for this position, you must meet the qualification requirements outlined below:

BASIC REQUIREMENT: EDUCATION: A degree in mathematics, statistics, computer science, data science, or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.

OR

COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience that includes courses equivalent to a major field of study (30 semester hours) as shown in the paragraph above, plus additional education or appropriate experience.

AND

SPECIALIZED EXPERIENCE GRADE 14: In addition to the basic requirements, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes: Experience applying analytic approaches, including (but not limited to) machine learning, text analytics, and natural language processing; graph theory; link analysis and optimization models; complex adaptive systems; and/or deep learning neural networks that are part of the study. Experience using scientific methods to plan, design, conduct, and present data science projects to stakeholders. Experience planning and executing a variety of projects and in making recommendations requiring technical and administrative judgment. Experience developing long- and short-term program plans, assess resource utilization, initiate, or recommend new or revised processes and procedures. Experience applying statutory, regulatory and policy requirements and guidelines to analyze data, draw valid conclusions, formulate policy or procedures. Experience applying data preparation methods, feature creation engineering, exploratory data analysis, model creation, and data visualization applied to advanced analytics, machine learning and artificial intelligence. Experience using statistical analysis and computing, machine learning, deep learning, processing large data sets, data visualization, data wrangling, mathematics, and programming. Experience with research and study design from the formulation of concepts through specification and analysis of output to the presentation of conclusions. Experience with project planning techniques along with negotiating with management to accept and implement recommendations. Experience preparing and analyzing structured and unstructured datasets. Experience coding in various programming languages. Analytic platforms, artificial intelligence (AI), data visualization and data reporting tools and scripting tools to conduct data science projects, as well as instruct others. Experience preparing written and oral communications, to produce authoritative reports, position papers, briefings, and presentations that effectively communicates ideas to IRS executives, managers, and technical experts.

AND

MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.

TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
