About the Position:

This recruitment will establish an eligible list to fill current vacancies.

This recruitment is for multiple Social Worker III positions within the Department of Health and Human Services, Services to End and Prevent Homelessness (SEPH) division. Positions may be Full-Time, Part-time, and/or Grant Funded. Social Worker III will provide complete comprehensive psychosocial assessments of low-income individuals and families experiencing a housing emergency and work with those households to develop a comprehensive person-centered service plan focused on increasing self-sufficiency and overcoming barriers to stable housing and independence.

1. Intake and Prevention position: Provide guidance to staff in the absence of the supervisor, monitor the lobby and triage area, timely resolution of customer issues, review and approve requests for emergency financial assistance. Complete psychosocial assessments of residents experiencing a housing emergency and develop comprehensive person-centered service plans. Identify resources and services needed to prevent homelessness. Provide short-term crisis intervention and on-going prevention case management services to help stabilize housing for at-risk households. Screen families presenting as homeless for diversion services and as needed, link to Homeless Services for further assessment and intervention. Provide short-term diversion case management services to rapidly exit households to permanent housing.Conduct home and community visits as needed.Act as back-up Intake and Assessment worker. Participate in case reviews, unit meetings and interdisciplinary teams both within and outside of the department to plan and coordinate service delivery.Enter client information into County and State data systems. Provide extended hours coverage on a rotating basis.

2. Homeless Services for Families Unit position -one Full Time and one Part Time position available: Provide housing-focused crisis intervention and case management services to families in overflow shelter and in the community. Employ best practices including Housing First, harm reduction and motivational interviewing. Assess for vulnerability by completing housing and services assessment tools including the Family VI-SPDAT, Full SPDAT, and Acuity Scale for all households. Complete psychosocial assessments and develop comprehensive person-centered service plans to support families in rapidly exiting to permanent housing. Consult with other professionals in and outside county government to coordinate referrals and linkages to necessary resources and services related to housing stability such as employment services, financial literacy and credit repair programs, childcare, parenting, mental health and / or substance abuse services, and medical services when appropriate. Participate in Family Coordinated Entry System meetings. Conduct regular home and community visits. Participate in case reviews, unit and interdisciplinary team meetings both within and outside of the department to plan and coordinate service delivery. Maintain client records in the Homeless Management Information System (HMIS) and County eICM databases.

3. Rapid Rehousing Unit - Driver's License required: Provide clinical case management to families and individuals who are currently homeless and have been referred to the Rapid Re-housing Program which will assist. Program will assist the household to obtain and maintain permanent housing with appropriate financial and other supports within program guidelines. Conducts a comprehensive assessment to develop an individualized housing plan with each participant detailing the services, resources and responsibilities required to stabilize the household in permanent housing. Develops and cultivates landlord and property management relationships to identify and secure housing units. Is available to landlords to support the household in maintaining stability. Consults with other professionals in and outside county government to coordinate referrals and linkages to necessary resources and services related to housing stability such as employment services, financial literacy and credit repair programs, childcare, parenting, mental health and / or substance abuse services, and medical services when appropriate. Conducts home and field visits, monitors household budget, inspects unit for sanitary and safe conditions, and provides housing advocacy with landlords. Maintains client records in the Homeless Management Information System (HMIS), County eICM database, and in case record files which documents household eligibility, rental subsidy, and program outcomes.

Bilingual applicants in the Spanish/English, Amharic/English, French/English, Vietnamese/English, Chinese/English and Korean/English languages are encouraged to apply. If the candidate selected for this position possesses multilingual skills, they will be required to successfully pass an examination assessing oral communication, reading comprehension, and interpreting skills. For Advanced proficiency, the candidate must also pass an examination requiring translating text from the applicable language to English and vice versa and written communication.

Selected candidates will be required to successfully complete a medical exam and drug screening.

Minimum Qualifications

Education: Possession of a Master's Degree in Social Work (MSW) from an accredited college or university that meets the criteria of graduate social work program accredited by the Council on Social Work Education.

Experience: Two (2) years of professional experience rendering social work services.

Equivalency: See Maryland Board requirements.

License: Must be licensed as a Licensed Certified Social Worker/Clinical (LCSW-C) by the Maryland State Board of Social Work Examiners prior to appointment. Note: There will be no substitutions for this requirement.

Drivers License: Possession and maintenance at all times of a valid Class C (or equivalent) driver's license from the applicant's state of residence when required for job-related duties.

Preferred Criteria

There is no Preferred Criteria. All applicants will be reviewed by OHR for minimum qualifications. Those applicants who meet the minimum qualifications will be rated Qualified, placed on the Eligible List, and may be considered for an interview.

Preference for interviews will be given to applicants with experience in the following:
  • Experience providing clinical social work services including comprehensive psychosocial assessments, service planning and case management.
  • Experience working with homeless, formerly homeless and/or at-risk households.
  • Knowledge, experience, and skill to develop empathetic Social Worker-client clinical relationships.
  • Knowledge of community resources for low-income households.
  • Experience and proficiency working with Microsoft Office and case management database systems.
  • Three years of experience rendering services to homeless or low-income population.
