Communication Technical Lead

The International Republican Institute (IRI) is seeking a Communications Technical Lead for an upcoming activity in Central America.The position is based in Costa Rica and contingent on award and donor approval.

Applicants must be authorized to work in Costa Rica.

Position Requirements

  • Minimum 6 years of experience working in communications and narrative building, preferably working directly with civil society organizations/NGOs, political parties, political coalitions, and private sector.
  • Demonstrated skills and ability to coordinate support to strategic communications, organize communications campaigns, apply principles of public relations and effective internal communication in a virtual environment.
  • Experience building communication channels for dispersed groups.
  • Experience designing communications campaigns including social media campaigns.
  • Experience in political consensus-building, grassroots support and/or conflict mitigation in challenging political environments.
  • Thorough understanding of the political, social and economic situation in the Central America region and of the current local political environment.
  • Experience training and coaching others in strategic communications.
  • Excellent interpersonal skills and the ability to lead and work on a multi-partner team.
  • Ability to establish and maintain strong working relationships with political leaders, civic leaders, business people, international donors, and other implementing organizations.
  • Demonstrated ability to work in complex, politically charged environments facing significant security concerns.
  • Must be fluent in English and Spanish.
  • Must have strong written and oral communication and presentation skills in Spanish; strong communications skills in English preferred.
  • Experience managing projects and/or an office with culturally diverse teams and working with counterparts from other cultures;
  • Advanced degree or equivalent in Communications, Public Administration, or another relevant field.
  • Must be legally authorized to work in Costa Rica.


Primary Functions & Responsibilities

  • Lead the technical strategy and activities focused on strategic communications and information exchange.
  • Serve as an activity representative and technical subject matter expert for communications activities.
  • Research, design, and implement communications campaigns in coordination with partners to meet activity objectives.
  • Build the capacity of partners and stakeholders to design and implement effective communications campaigns.
  • Guide and provide quality assurance for the work of program personnel and subcontractors.
  • Build and maintain relationships with activity partners and stakeholders.
  • Anticipate and troubleshoot breakdowns in communication channels between stakeholders.
  • Ensure that all assistance is technically sound, appropriate for the regional context, and compliant with USAID regulations.
  • Evaluate the effectiveness of communications technical activities and propose adaptations to meet activity objectives.
  • Support the creation and implementation of a strategic, long-term programmatic vision in coordination with the COP and DCOP.
  • Contribute to work planning, performance management, and donor reporting related to technical communications work.
  • Other duties as assigned.
