Job Title: IT Strategist & Operations Lead

Location: Arlington, Virginia

Clearance Level: Top Secret Clearance with SCI eligibility

Description:

We deliver essential technology services to our customers in support of their missions to sustain the national security and economic interests of our nation. SecuriGence is seeking an IT Strategist & Operations Lead. Come help us solve problems with Innovation Through Intelligence.

The IT Strategist & Operations Lead is a pivotal leadership role within the IT organization at the Defense Advanced Research Projects Agency (DARPA). This individual is a crucial advisor to the IT Operations Manager, leveraging extensive experience leading teams and projects in complex, mission-critical environments. This role combines strategic vision with hands-on technical project management and operational oversight. The IT Strategist & Operations Lead will act as the IT Operations Manager's delegate, empowered to make decisions and lead the organization when necessary.

Key Responsibilities:

Strategic Leadership
Partner with the IT Operations Manager to develop and refine the overall IT strategy, ensuring alignment with DARPA's mission and objectives.
Leverage experience deploying enterprise-level solutions (e.g., Microsoft Office 365, Azure, AWS, AI) to identify emerging technologies and trends, assessing their potential impact on mission success.
Lead the development and execution of strategic IT initiatives, drawing upon a successful track record of managing projects from inception to launch.
Provide leadership on IT best practices, industry standards, and regulatory compliance within the DoD context.
Aid in supervising and recruiting teams of technical professionals, leveraging experience leading engineers and technical personnel teams.
Provide training and education services to staff to enhance their technical skills and knowledge, drawing on experience developing and conducting training programs for military personnel.
Evaluate current staff and staffing vacancies while working with recruiting to ensure the program has the resources needed to perform the Statement of Work.

Operational Oversight
Oversee and manage the day-to-day IT operations for DARPA, ensuring 24/7 monitoring and maintenance of all IT infrastructure, leveraging experience in sustaining and maintaining network infrastructure for critical missions.
Act as the primary point of contact for escalated IT issues, providing guidance and direction to resolve problems quickly and effectively, drawing on experience managing network operations centers and ensuring high network availability.
Collaborate with IT team leads (engineering, product, operations, SRE) to ensure seamless coordination and efficient delivery of services, building on past success in leading cross-functional teams.
Monitor IT performance metrics, identify areas for improvement, and implement corrective actions, utilizing a data-driven approach honed through experience in network monitoring and reporting.
Ensure adherence to IT policies, procedures, standards, and Department of Defense regulations across the organization, drawing upon experience with COMSEC and IA processes.

Technical Program Management
Oversee a portfolio of complex technical programs, ensuring timely delivery, adherence to budget, and achievement of desired outcomes within the mission parameters, building on experience managing multiple contract vehicles and fielding complex software solutions.
Define project scope, objectives, and deliverables and develop comprehensive plans, leveraging experience developing CONOPs and SOPs for mission-critical operations.
Utilize proven project management, SecDevOps, and SAFe methodologies to manage project resources, including internal staff, external vendors, and contractors.
Monitor project progress, identify and mitigate risks, and resolve issues that arise, drawing upon experience in recapping and modernizing legacy information systems.
Communicate project status and results to stakeholders, including the IT Operations Manager and other senior leaders, showcasing excellent communication skills honed through interactions with General Officers and senior government personnel.

Required Skills and Experience:
Three years managing Operations Center environments. Ten years experience in a technical/computer-related capacity.
Successful project management experience.
Experience with Windows, AWS, and other data platforms.
Experience with DoD programs.
Ability to prepare and deliver performance feedback to assigned staff in a timely, consistent manner.
Ability to coordinate the resolution of customer-impacting events and lead root cause analysis investigations.
Possess excellent client service skills.

Education and Certifications:
At least one advanced technical certification, consistent with DoD IAT Level III requirements.
Must have a Top-Secret Clearance with SCI eligibility.
