A Non-Merit vacancy exists in the Animal Services Division, Bureau of Animal Services, Communicable Disease and Environmental Health, Department of Health and Human Services.

Non-Merit positions are not classified within the Baltimore County Government Classification and Compensation Plan.

Examples of Duties

Under general supervision, the Animal Services Field Officer Supervisor supervises the activities of the Animal Services Field Division, directs the enforcement of animal control laws, the operation of animal shelter facilities, and the development of community outreach programs.
  • Assists in planning, directing, coordinating, and supervising the activities of the enforcement, investigation, control, inspection, and general administration sections of the Animal Services Field Division.
  • Supervises Animal Services Field Officers in investigating complaints, inspecting facilities, and enforcing laws, codes, and regulations pertaining to animal control.
  • Supervises the Field Division's call taking, dispatch and clerical staff.
  • Supervises the Rabies Investigation Field Officer and offers assistance as needed with recommendations and/or complex cases.
  • Establishes and monitors daily work schedules and prioritizes assignments.
  • Assigns and reviews casework performed by Field Officers.
  • Provides assistance and field support to staff.
  • Supervises the issuance of violation citations.
  • Coordinates with Baltimore County Police Department and the States Attorney's office for assistance with criminal animal cruelty cases.
  • Testifies in court.
  • Either represents or appoints a designee of the Animal Services Field Division at citation appeal hearings before the Animal Hearing Board, Board of Appeals, and District Court.
  • Assists in the development and administration of community relations programs, including the coordination of special projects of the Citizen Outreach and Animal Education programs.
  • Attends community meetings and speaks before citizen and community organizations on behalf of the Animal Services Division.
  • Assists in the preparation of progress and activity reports for use by the Director's office and coordinates the data collection activities of the division.

  • Imposes and monitors public health quarantines or designates an appropriate individual to do so.
  • Assists in reviewing and planning of division budget.
  • Reviews permit applications for wild and exotic animals.
  • Performs other related duties as required.

Qualifications

Required Qualifications
Possession of a high school diploma or an appropriate equivalent

Plus

Four years' experience in animal care, investigation and enforcement, two years of which were in a lead worker or supervisory capacity.

Licenses or Certifications
Possession of a valid driver's license equivalent to a noncommercial, class C Maryland driver's license is required at the time of appointment.

Applicants are required to submit proof of licenses, certifications and education beyond high school to meet the required and preferred qualifications of the position. Diplomas or transcripts must show the applicant's major field of study. Copies and unofficial transcripts are acceptable.

Examination Procedure
Applicants will be qualified based on an evaluation of their training and experience, as stated on their application, which includes answers to the supplemental questions. Applicants must state the dates and duties of past and present experience clearly and completely for evaluation purposes.

Conditions of Employment

Employees hired after July 1, 2022 are required to participate in the Baltimore County Employees' Retirement System, with very limited exceptions.

Must obtain certification by the Maryland Board of Veterinary Examiners in the performance of euthanasia within one year of employment.

Works on a rotating schedule which includes weekends and holidays.

Subject to call to duty.

Physical and Environmental Conditions
The work of this classification is primarily sedentary but may entail the performance of physical
labor including bending, stooping, lifting and carrying animals, and the operation of vehicles and equipment.

Work requires exposure to potentially hazardous conditions such as rabid animals, adverse weather, traffic and cleaning supplies.

Medical Examination and Employment Background Investigation
Applicants selected for employment with Baltimore County must successfully complete a physical examination, drug screening and employment investigation, including, but not limited to criminal background, education certification and fingerprinting checks.

May be required to complete an expanded background investigation, polygraph examination, and psychological examination.

Salary

Annual Salary review - Step increases may be granted on anniversary date based on satisfactory job performance
