Job description

Project Enhancement Corporation (PEC), and its team of consulting firms, focus on providing Project Management and specialized technical consulting services in the areas of emergency operations, nuclear incident response, nuclear safety, worker safety and health, quality assurance, environment as well as materials and facilities disposition within the DOE and commercial power industry. Security Specialist EHSS-42

Location : Germantown, MD

This position supports the Office of Headquarters Industrial Security (EHSS-42) within the Environment, Health, Safety at the Department of Energy (DOE). EHSS-42 responsibilities include the implementation of the Headquarters Classified Matter Protection and Control (CMPC) Program, the Operations Security (OPSEC) Program, the Security Awareness Program, the Foreign Ownership, Control or Influence (FOCI) Program, the Facility Clearance Program, the Security Incident Program and the Headquarters Survey Program.

The Security Specialist supports the Office of Headquarters Security Operations and the Incidents of Security Concern Program in the Office of Headquarters Industrial Security (EHSS-42), working in Germantown, MD. The position requires at minimum Secret clearance with a preference to an active Top Secret (TS) / "Q" security clearance.

Responsibilities:

Headquarters Security Operations Support:
  • Obtain, complete, and submit documentation required for personnel security clearance actions such as clearance request, clearance reinvestigation, HSPD-12 vetting, and/or badge request for DOE HQ facilities.
  • Coordinates with the USAccess sponsor to ensure personnel records in USAccess are updated to terminate badges of departing personnel.
  • Maintains records of security related training and security activities in the EHSS HSO Appendix.
  • Point of contact on matters related to the receipt, marking, storage, handling, discussion, transmission, and destruction of Controlled Unclassified Information
  • Assists in acquiring security equipment, such as security containers, secure communications devices, copy machines approved for classified processing and shredders that are approved for destruction of classified material.
  • Prepare visit requests for DOE HQ personnel, including foreign visitors, and classified visits.
  • Assists in establishing and maintaining the integrity of Limited Areas (LA) and Vault-Type Rooms (VTR) and Security Containers.
  • Assist in monitoring and facilitating the completion of the Annual Security Refresher Briefing.
  • Assist with coordination of HSO Teams meetings to include attendance tracking and the conduct of the actual meeting.
  • Provide support to the OPSEC awareness program to include review of briefings in conjunction with, required security briefings (such as the Initial Security Briefings, Comprehensive and the Annual Security Briefings) and related meetings, training, and workshops throughout HQ.
  • Maintain SharePoint EHSS HSO Document library and tracking spreadsheets.

Incidents of Security Concern Support:
  • Receives and reports incidents of security concern to the HQ IOSC Program Manager.
  • If appointed as an Inquiry Officer, conduct required security inquiries or assist the appointed inquiry officer in conducting the inquiry. Assist supervisors in issuing security infractions.
  • Enter Incidents of Security Concern into Safeguards and Security Information Management System (SSIMS) as a notification, inquiry, closeout or rescind.
  • Maintain SharePoint IOSC Document library and tracking spreadsheets.


Required Qualifications:

  • The individual must possess a bachelor's degree from an accredited university or college in such fields as one of the engineering disciplines, law enforcement, or security management.
  • The individual must have ten (10) years of experience within the field of nuclear safeguards and security, and shall possess an excellent working knowledge of the protection of classified matter, computer security, physical security, information security, special nuclear materials, protective forces, and the protection of property and assets.
  • Understand classified materials handling and protection requirements.
  • Possess excellent written, verbal and interpersonal skills.
  • Experience in office administration and records management activities.
  • Experience in performing office activities such as word processing, spreadsheets, correspondence preparation; editing; , and scheduling.
  • Mastery of MS Office Suite to include Outlook, Word, Excel, and PowerPoint.
  • Demonstrated ability to handle and prioritize multiple tasks.
  • Must be detail-oriented, self-starter and can work independently.
  • Customer service oriented, experienced in interacting directly with clients and ability to foresee client's needs and provide solutions and recommendations.
  • Possess exceptional analytical capabilities.
  • Willingness to work in a dynamic environment that changes rapidly and requires occasional variance in hours.
  • Ability to sit for extended periods and perform work in an office environment, including extensive use of computers.
  • DOE site access will require the qualified candidate be a U.S. citizen with at minimum a Secret clearance with preference to an ACTIVE DOE Q security clearance or DOD TS equivalent. The candidate's written consent to conduct a background check for the purposes of maintaining a security clearance will be required as a condition of employment.
  • Pre-employment and ongoing reviews and tests for the absence of any illegal substances will be conducted as a requirement for ongoing access to DOE sites. The candidate's written consent to conduct such tests will be required as a condition of employment.


Preferred Qualifications:

  • Experience in the DOE complex, specifically Safeguards and Security.
  • Knowledge of Sharepoint.
  • Familiarity with DOE program office procedures and tracking systems.
