Job description

CSCI seeks aF-35 Requirements Officer/Domestic Lead to support Headquarters, Marine Corps Department of Aviation (HQMC AVN) and the Deputy Commandant for Aviation (DCA). DCA serves as the principal advisor to the Commandant on all aviation matters. DCA will also develop policy and direct practices and logistics resources as the designated Service lead within the Naval Aviation Enterprise (NAE) and in partnership with Commander Naval Air Forces and Commander Naval Air Systems Command, to provide for and sustain the material readiness and safety of aviation platforms. In support of Deputy Commandant for Combat Development and Integration (DC CD&I), DCA will identify emerging aviation concepts, technologies, capabilities, and systems that will enhance the lethality of the Marine Air Ground Task Force (MAGTF). In support of Deputy Commandant for Programs and Resources (DC P&R), DCA will serve as the resource sponsor the Chief of Naval Operations (OPNAV) Total Obligation Authority (TOA) funds appropriated for Marine Corps aviation programs.

This position is on-site, Monday-Friday. The primary duty location will be the Arlington.

Responsibilities

As one of the contributing team members, F-35 RO/Domestic Officer primary responsibilities include, but not limited to:
  • Perform duties and tasks as directed in support of HQMC AVN as an SME to advise DCA and HQMC AVN staff on F-35 requirements and resourcing decisions.
  • Assist Marine Aviation in the planning, developing, and executing Joint F-35 program activities, including sustainment, preparing for joint decision forums, and assisting in shepherding Marine Corps priorities through the F-35 Joint Program.
  • Assist Marine Aviation in the planning and executing its Tactical Aircraft (TACAIR) transition.
  • Assist Marine Aviation with exploring, developing, and defining F-35 Concepts of Operations encompassing Navy and Marine Corps conceptual frameworks as they evolve. Ensure capabilities that include the Special Access Program (SAP) and Top Secret-Sensitive Compartmentalized Information (TS-SCI) are delivered to fleet users on a timeline that complements deployment schedules and pacing threats.
  • Assist in all capability and sustainment efforts that drive critical capability and readiness initiatives.
  • Assist Marine Aviation in identifying, coordinating, and integrating emerging concepts, technologies, and capabilities to posture F-35 for current and future operations, including SAP and TS/SCI, per USMC Force Design.
  • The role requires exploration and engagement across Joint and Service(s) Science and Technology portfolios to identify and assess candidate capabilities that will enable F-35 within the Force. The respondent shall provide recommendations to HQMC on activity relevant to F-35 within the evolving Joint Service System-of-Systems architecture.
  • Assist Marine Aviation in enabling F-35 to be a fully operational participant in Joint All-Domain Warfighting. Respondent shall support efforts to explore, integrate, communicate, and inform the ability of F-35 to operate as an organic, holistic, fully integrated, agile, and resilient element within evolving Command Control, Communications, Computers, Cyber Intelligence, Surveillance, and Reconnaissance (C5ISR) architectures.
  • Investigate F-35 CONOPS within the emerging conceptual frameworks of Distributed Maritime Operations (DMO), Expeditionary Air Base Operations (EABO), Littoral Operations in a Contested Environment (LOCE), and other related and emerging concepts. The respondent shall identify and understand enabling technologies and capabilities, including SAP and TS/SCI, related to F-35 within such frameworks and conduct examination and analysis through Live-Virtual Constructive environments.
  • Coordinate with MAWTS-1 through the Marine Corps Training and Education Command (TECOM) to inform aviation warfighting concepts and innovation.


Skills - Minimum of 12 Years Experience

Required Qualifications:
  • US Citizenship is required.
  • BA/BS or equivalent experience in Engineering, Business Administration, Economics, or equivalent.
  • Current Top Secret Clearance with SCI Eligibility.
  • 12 years of related experience required in the DoD environments.
  • Detailed knowledge and working experience on F-35 requirements.
  • Proficiency with Microsoft Word, Excel, Outlook, and PowerPoint.
  • Well-developed analytical, diagnostic, and problem-solving skills.
  • Excellent organizational and customer service skills.
  • Must have strong written and verbal communication skills and be willing to actively communicate with co-workers, program leadership, and clients, which may involve delivering presentations.
Preferred Qualifications:
  • Prior military experience preferred, but not required.
Experience Levels:
LEVEL1 - requires a minimum of 3 years related experience
LEVEL2- requires a minimum of 5 years related experience.
LEVEL 3 - requires a minimum of 8 years related experience.
LEVEL 4 - requires a minimum of 10 years related experience.
LEVEL 5 - requires a minimum of 12 years related experience.
LEVEL 6 - requires a minimum of 15 years related experience.
LEVEL 7 - requires a minimum of 20 years related experience.

*This position is a level 5.

Applicants are required to have, at a minimum, a TOP SECRET (TS) clearances with Sensitive Compartmented Information (SCI) eligibility based on a Single Scope Background Investigation (SSBI) completed within the last 5 years.
