Natcast (short for The National Center for the Advancement of Semiconductor Technology) is a new, purpose-built, non-profit entity created to operate the National Semiconductor Technology Center (NSTC) consortium, established by the CHIPS Act of the U.S. government.Working at Natcast represents an opportunity to help extend America s leadership in semiconductor technology, significantly reduce the time and cost of moving from idea to commercialization, and build and sustain a semiconductor workforce development ecosystem.These efforts to advance semiconductor technology and seed new industries built on the capabilities of a wide range of advanced chips hold the potential to benefit the country and the world for generations to come.Head of Government AffairsWashington, D.C. Metro AreaAs the Head of Government Affairs at Natcast, you will play a crucial role in building and maintaining relationships with government stakeholders to advance the mission and objectives of our organization and the semiconductor industry. In this role, you will be responsible for engaging with government entities and policymakers, ensuring that our voice is heard, and our interests are represented in the decision-making process.In this role, you will develop and execute strategies to effectively manage relationships with government stakeholders at the federal level, in particular with members of Congress. Every day, you will build and maintain relationships with elected officials, government agencies, and other relevant stakeholders, fostering open communication and understanding. To thrive in this role, you must have significant experience working with Congress, be a skilled relationship builder, effective communicator, and strategic thinker with a deep understanding of how government works, Congress in particular.Natcast is a purpose-built, non-profit entity created to operate the National Semiconductor Technology Center (NSTC) consortium, established by the CHIPS Act of the U.S. government. As a key component of the CHIPS and Science Act, the NSTC is a public-private consortium dedicated to semiconductor R&D in the United States. This once-in-a-generation opportunity allows the U.S. to drive innovation, set standards, and re-establish global leadership in semiconductor design and manufacturing.The Head of Government Affairs will have a significant impact on Natcast's mission to serve as the focal point for research and engineering throughout the semiconductor ecosystem. By effectively managing relationships with Congressional and other government stakeholders, you will contribute to providing U.S. leadership in the industries of the future.ResponsibilitiesDevelop and execute strategies to build and maintain relationships with Congressional stakeholders

Engage with elected officials from all levels of government ,

state and local government agencies, and other relevant stakeholders to foster open communication and understanding

Communicate Natcast's mission, objectives, and activities to government stakeholders

Monitor and stay up to date on Congressional priorities, initiatives, and developments relevant to Natcast and the semiconductor industry, as well as initiatives at the state or local level

Provide strategic advice and guidance to Natcast leadership on all government affairs matters

Represent Natcast at meetings with Congressional members or staff ,

related events, and other relevant forums

Collaborate with internal teams to ensure alignment between government affairs strategies and Natcast's overall objectives

Hiring and managing outside government affairs resources, to the extent necessary

Meeting in person in Washington, D.C. with Congressional stakeholders and traveling, as necessary, for meetings with key state or local officials

Required Skills and ExperienceBachelor's degree

A minimum of 8 years of experience in working in or with Congress on legislation or policy, preferably including work on or with a committee relevant to Natcast s mission

Established network of contacts within Congress

Thoroughknowledge of Congressional processes

Excellent oral and written communication skills

Excellent relationship-building and interpersonal skills

Ability to think strategically and adapt to changing political and policy environments

Desired Skills & ExperienceExperience in the semiconductor or technology industry
