The Homeland & Force Protection Business Area is hiring a Senior Technical Program Manager. This is a senior leadership opportunity within Leidos to lead and grow major software development programs. The individual will be engaged in building customer relationship for new opportunities and to expand existing customer work. This leader will also provide strategic thought leadership regarding technical management, software delivery, system solutioning, and client management for multiple software development projects.

Primary Responsibilities. The Senior Program Manager will:

* Serve as a customer/client advocate with client management of expectations and results.

* Provide technical oversight of our largest software development/SecDecOps programs.

* Lead project teams throughout the software delivery life cycle of the program to support the client with critical missions.

* Provide strategic thought leadership regarding technical management, software delivery, system solutioning, and client management for multiple software development projects.

* Assist senior leaders to define strategies and success for all aspects of contract management, financial performance, and budget control of existing programs.

* Provide oversight and review and debriefing executive leadership with financial estimates and ROMs for new development efforts.

* Maintain responsibility for the leadership and development of experienced teams of program execution professionals.

Clearance Requirement~ Must be eligible to obtain and maintain a US government security clearance. This requires US Citizenship. Prefer candidates with an active CBP or DoD TS clearance.

Basic Qualifications~

* Requires a BA/BS degree or equivalent experience and 15+ years of prior relevant experience or Master's with 13+ years or prior relevant experience.

* 10+ years of experience in technical solutioning and managing the development of software systems in the DoD, federal Government, or commercial entities.

* Active Project Management Institute (PMI) Project Management Professional (PMP) certification or DAIWA/DAI Level II or III Program Manager Certification.

* Experience managing projects using various SDLC models, CMMI, SAFe, and Agile/SecDevOps.

* Experience with cloud enabled solutions, architecture development, and "as a Service" offerings.

* Experience managing large, complex programs of $100M total contract value or greater while acting as Client Relationship Manager or Program Manager.

* Experience with leading project teams over 100 FTEs, and leading sub-contractors.

* Knowledge of all phases of the proposal lifecycle.

Preferred Qualifications.

* Leadership to shape, capture and deliver large government proposals.

* Customs and Border Protection background investigation (current or prior).

* CBP or Top Secret clearance or higher will.

* Department of Homeland Security experience with the TSA, CBP, FEMA and/or ICE.

Pay Range:

Pay Range $131,300.00 - $237,350.00
