The United States Geological Survey (USGS) Experienced Services Program (ESP)

was established to create a unique partnership to help solve the workforce

issues facing government agencies. The USGS ESP connects experienced workers

(age 55+) to provide scientific, technical, and administrative services in

support of the USGS mission. The experienced workers participating in the ESP

are referred to as ?enrollees? and are not employees of USGS or National

Experienced Workforce Solutions (NEW Solutions). NEW Solutions is the ESP

non-governmental organization responsible for administrative aspects of the ESP,

and the enrollees work under USGS direction based on the functions in this job

description. USGS ESP enrollees benefit from the opportunity to mentor and to

engage in gainful project-based work, and to undertake meaningful tasks using

their experience and talent to contribute to the environment, the national

economy and their own financial security. A background security investigation

may be required prior to start date. Location, hours and hourly pay are noted in

this position description. USGS ESP positions are meant to provide temporary

support with this position being funded for approximately 1040 hours at 24-40

hours per week. (this is subject to change based on budget and other factors).

Telework is available in accordance with DOI and USGS Policies Enrollees working

30 or more hours per week will be eligible to participate in health insurance,

monthly premium paid by program.

Qualifications:

Minimum of 3 year(s) of experience in Human Resources

(Staffing/Recruitment/Classification) OR BA/BS Degree

Experience required with Windows, MS Word, MS Excel, MS Teams, MS Outlook

Duties:

Provide comprehensive human resources support in the form of recruitment,

staffing, classification recommendations and position management products. The

U.S. Geological Survey (USGS), Human Resources Office seeks support to provide

additional human resources services in an effort to improve the timeliness and

quality of personnel services and products.

Reviews applicant eligibility, qualifications, and ratings for complex

technical, professional, and scientific positions. Explains qualifications

determinations to supervisors, managers, and job applicants; informs applicants

of hiring decisions. 40%

Responds to requests for reconsideration by employees, employee groups or

management. Reviews requests for exceptions to provisions of DOI and bureau

recruitment and placement policies. 40%

Performs a variety of analytical work to recommend appropriate pay system,

occupational grouping, title and grade of positions. Completes classification

advisory services on positions in the supported organization(s),analyzes, and

prepared position descriptions for final review/classification including writing

evaluation statements. 20%

Other:

Training on USGS systems will be provided.

Remote work arrangements are available for this position.
