IT Acquisition Expert- Hybrid, Arlington VA with potential for remote

Location: Department of State Facilities, with potential for remote engagement


Objective: To provide expert guidance and support in developing and implementing IT acquisition strategies that optimize resource allocation, minimize risks, and ensure the delivery of high-quality IT solutions for the Department of State s Office of the Procurement Executive (A/OPE) and Office of Enterprise Management and Solutions (EMS).


Responsibilities:

  1. Strategic IT Procurement Planning:
  • Lead the development of IT procurement strategies in collaboration with A/OPE and EMS.
  • Conduct in-depth market research and competitive analysis to identify optimal procurement approaches.
  • Evaluate emerging technologies and their potential impact on procurement strategies.
  1. Requirements Development Support:
  • Engage with stakeholders to define and refine IT requirements through workshops, interviews, and feedback sessions.
  • Ensure that IT requirements are forward-looking, comprehensive, and aligned with strategic objectives.
  1. Acquisition Strategy Development:
  • Design acquisition strategies that incorporate best practices in government procurement.
  • Advocate for strategic sourcing, category management, and comprehensive risk management in acquisition processes.
  • Provide expert advice on optimizing resource allocation and minimizing procurement risks.
  1. Training and Development:
  • Develop and deliver customized training programs on IT procurement strategies, requirement-gathering techniques, and acquisition best practices.
  • Mentor and train A/OPE and EMS staff to enhance their procurement and acquisition capabilities.
  1. Performance Monitoring and Reporting:
  • Monitor and report on the effectiveness of IT procurement strategies and acquisition processes.
  • Prepare bi-monthly strategic reports and monthly progress briefings for A/OPE and EMS leadership.

Qualifications:

  • Bachelor s degree in Information Technology, Business Administration, or a related field; Master s degree preferred.
  • Minimum of 10 years of experience in IT procurement and acquisitions, with a strong focus on strategic planning and implementation.
  • In-depth knowledge of government procurement processes and regulations.
  • Proven track record of developing and implementing successful IT acquisition strategies.
  • Excellent analytical, communication, and stakeholder engagement skills.
  • Ability to obtain a Moderate Risk Public Trust (MRPT) clearance.
