Summary This position is in the Department of Health and Human Services (HHS), Food and Drug Administration (FDA), Center for Biologics Evaluation and Research (CBER), Office of Blood Research and Review (OBRR) which provides a variety of program support and administrative services such as general administration, budget, security, manpower utilization and control, administrative controls and procurement. Responsibilities Establishes and refines processes and provides recommendations to improve the effectiveness and accuracy. Ensures timecards are prepared, reviews input of supervisors and employees to ensure accuracy, and advises employees and supervisors and corrects issues as necessary. Serves as the Office official who is responsible for inventory and control of property (issue and turn-in) and ADP equipment. Prepares all documents associated with staff training and TDY requests for Directors, supervisors and employees. Documents decisions and directives by the division director and follow-up action. Processes and prepares travel requests, authorizations, and vouchers in accordance with Federal regulations and FDA/CBER policies and procedures. Coordinates assigned functions with managers and supervisors to discuss work- related changes affecting their office and provides recommendations. Participates with supervisor in formulating plans, making recommendations on operational maters, disseminating information, and assuring compliance with prescribed administrative requirements. Maintains the organization director's calendar exercising complete control over appointments with authority for commitments of time. Requirements Conditions of Employment Qualifications The position of Program Support Specialist falls under the 0301 occupational series. To qualify for this position at grade GS-9/11, you must meet Time-in-Grade requirements by 11:59 pm EST on 05/30/2024. Time-in-Grade: Any individual who is currently holding or has held within the previous one (1) year, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement. Minimum Qualifications: Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. The specialized experience must demonstrate one year of full-time work experience , or the equivalent if part-time (for example, an employee working 20 hours per week for a 12-month period should be credited with 6 months of experience.) Experience may have been obtained in either the federal service or its equivalent with state or local government, the private sector, or nongovernmental organizations. Specialized Experience for GS-09: You must possess one (1) year of specialized experience, equivalent to at least the GS-07 grade level: 1) providing administrative management and oversight of agency activities and resource allocations; OR 2) Advising the Office Director and senior Center management on administrative services and developing policies and procedures for these services; OR 3) Planning and directing office operations for financial management. OR In lieu of specialized experience, you must have a master's or equivalent graduate degree; two (2) full years of progressively higher-level graduate education leading to such a degree; LL.B. or J.D., if related. Specialized Experience for GS-11: You must possess one (1) year of specialized experience, equivalent to at least the GS-09 grade level: 1) Advising the Office Director and senior Center management on administrative services and develops policies and procedures for these services; OR 2) Functioning as general administration, security, and administrative controls; OR 3) Reporting directly to the Supervisory Management Officer as a member of the Administrative Staff providing immediate support to the program and it's staff. OR In lieu of specialized experience, you must have a Ph.D. or equivalent doctoral degree; or three (3) full years of progressively higher level graduate education leading to such a degree or LL.M., if related. In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record.
