Assignment Description

ASSIGNMENT DESCRIPTION: Physician Assistants provide medical services and perform applicable administrative functions and case management to support the Medical Director. They perform medical examinations, provide diagnosis and treatment within personal credentials, engage in medical consultation, and perform clinical case management. In addition to clinical duties, Physician Assistants support complex and comprehensive agency-wide occupational health programs.

ADDITIONAL INFORMATION: Clinical Psychologists provide behavioral science expertise and guidance to detect, deter, and mitigate personnel behaviors that may harm or undermine NGA's assets, critical infrastructure, sensitive information, and mission accomplishment. They conduct psychological assessments in order to vet applicants and employees to possess security clearances and serve special assignments. They perform risk/threat assessments, and confer regarding employees demonstrating concerning behaviors. They provide trainings, briefings and workshops, conduct research and surveys, and participate in internal and external working groups and taskforces.
This position serves as a Clinical Psychologist for Medical Services in the Office of Health Services (SIH) of the Security and Installations Directorate (SI). The Clinical Psychologist provides behavioral health assessments for civilian employees scheduled to deploy and employees in workroles that require periodic psychological assessments as a condition of employment. The psychologist will also lead efforts to develop and implement a civilian resiliency program that aligns with the current NGA holistic Wellness Program. Incumbent must be detailed-oriented, compassionate, and innovative professional to serve as a Clinical Psychologist. The incumbent must be capable of handling multiple tasks while working independently. The selectee will oversee the delivery of behavioral health assessments that are a part of a comprehensive medical process for civilian employees. The Clinical Psychologist will work with physical health providers and the NGA Medical Advisor to provide feedback on an employee's fitness to serve, in accordance with all privacy regulations.

The incumbent will conduct pre and post-deployment assessments for civilian employees; implement medical services processes and procedures relating to reporting on fitness to serve; support the Employee Assistance Program providers with follow-up counseling as needed; deliver metrics on behavioral health services provided by SIH clinical psychologists in the East and West locations; review current processes and propose recommendations for efficiencies; lead efforts to develop and implement a civilian resiliency program; serve as the lead NGA representative on Intelligence Community (IC) and Department of Defense working groups; and be the behavioral health SME for the holistic NGA wellness program, which includes planning events or programs to educate and engage the workforce.

Qualifications Mandatory

MANDATORY QUALIFICATION CRITERIA: For this particular job, applicants must meet all competencies reflected under the Mandatory Qualification Criteria to include education (if required). 1. Demonstrated experience identifying behavioral health issues in accordance with the American Psychiatric Association's Diagnostic and Statistical Manual of Mental Disorders (DSM-5).

EDUCATION REQUIREMENT: A. EDUCATION: Graduation from a physician assistant educational program, accredited by the Accreditation Review Committee on Education for the Physician Assistant (ARC-PA) or its predecessors, at a college, university, or educational institution that is accredited by an accrediting body or organization recognized by the U.S. Department of Education at the time the degree was obtained. -AND- LICENSES/CERTIFICATIONS: Must possess a current, active, full, and unrestricted license or registration as a Physician Assistant from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. -AND- Successful completion of the National Commission on Certification of Physician Assistants (NCCPA) examination; must maintain status as a certified physician assistant, including completion of all requirements for Continuing Medical Education (CME) and re-certification.

Exemption: You may be considered to have met the basic requirements if you are a current federal employee occupying a position in the 0603 occupational series and have been continuously employed in this occupational series since September 27, 2017 or before. Education: Doctorate degree (Ph.D. or Psy.D.) in Clinical Psychology or Counseling Psychology from a graduate program accredited by the American Psychological Association (APA). -AND- LICENSES/CERTIFICATIONS: Must hold a full, current, and unrestricted license to practice psychology at the doctoral level in a State, Territory, Commonwealth of the United States (e.g., Puerto Rico), or the District of Columbia.
3. Demonstrated clinical experience related to evaluating employees to clear for deployment.

DCIPS Statement

NGA utilizes all processes and procedures of the Defense Civilian Intelligence Personnel System (DCIPS). Non-executive NGA employees are assigned to five distinct pay bands based on the type and scope of work performed. The employee's base salary is established within their assigned pay band based on their unique qualifications. A performance pay process is conducted each year to determine a potential base pay salary increase and/or bonus. An employee's annual performance evaluation is a key factor in the performance pay process. You must be able to obtain and retain a Top Secret security clearance with access to Sensitive Compartmented Information. In addition, you are subject to a Counterintelligence Polygraph examination in order to maintain access to Top Secret information. All employees are subject to a periodic examination on a random basis in order to determine continued eligibility.
