Job description

DUTIES AND RESPONSIBILITIES In coordination with the Records and Declassification Division (RDD), assess, develop, implement, and validate a records and information management (RIM) program for the Chief Digital and Artificial Intelligence Office (CDAO) in the Office of the Secretary of Defense (OSD), complete with plans, policies, procedures, and standard operating procedures (SOPs) Support the management of CDAO s records and information content throughout its life-cycle from creation to disposal of temporary content and archiving/transferring permanent content to the National Archives in accordance with 44 U.S.C. Chapter 31 and 33, 36 CFR Parts 1220-1239, 41 CFR Part 102-193, OMB/NARA M-19-21 Directive Transition to Electronic Records, DoDI 5015.02 DoD Records Managemen Program, Administrative Instruction 15 (AI-15) OSD Records and Information Management Program, the OSD RIM Procedural Resource and Instructional Manual (PRIMER), and the OSD Records Disposition Schedules (RDS) Support may include: o Collecting information on CDAO s organization/structure, mission and functions, and current recordkeeping practices o Assessing the collected information to prepare a deliverable to CDAO on estimated resources to sufficiently implement a RIM program in accordance with AI-15, the OSD RIM PRIMER, and federal law and regulations o Assisting CDAO in appointing records management personnel across the organization o Establishing processes and procedures for electronic recordkeeping o Writing and updating a RIM SOP tailored to CDAO, but in compliance with OSD and federal laws, regulations, and governing documents o Developing and administering CDAO-tailored RIM trainings for assigned records personnel and all incoming personnel across the organization o Developing personnel out-processing procedures regarding the management of federal records o Assisting offices in the development of file plans compliant with the requirements in AI-15 and the OSD RIM PRIMER, to include identifying appropriate OSD RDS file numbers for records based on content o Developing and implementing a process to validate compliance in application of permanent records management principles (identification, preservation, and disposition) for applicable offices within the Organization o Developing and implementing a process to apply litigation holds/freezes QUALIFICATIONS AND REQUIREMENTS Bachelor s Degree in information management related field or equivalent combination of education and/or experience Highly desired: o Experience in developing (i.e., creating/standing up) a records management program for a federal organization o Certification in Information Governance or Records Management (preferred certification: Certified Records Manager (CRM)) , o Experience in OSD or DoD records management o Experience managing records in Microsoft SharePoint Required: o Expert-level proficiency (~5+ years experience) in full life cycle records management, file plan creation and maintenance, applying records disposition schedules, management of shared drives, and e-mail management o Demonstrated ability to speak with authority on the Federal Records Act, National Archives and Records Administration (NARA) guidelines, and other documents governing federal records management practices o Ability to collaborate with team members and work independently to identify and create solutions for issues surrounding program and personnel management o Strong analytical skills, organizational skills, leadership skills, attention to detail, professional communication skills (written and verbal), and reading comprehension skills o Proficiency in Microsoft Office Suite, primarily Excel, Word, and PowerPoint QualX Corporation is an equal opportunity employer. www.qlxcorp.com
