Job description

Woodgrove Solutions, LLC (Woodgrove) is seeking a Procurement Support Specialist/Acquisition Program SME to provide contract requirement analysis and pre-award and post award acquisition support, and program management. The government considers the quality of these services critical to the Department of Homeland Security (DHS) Cybersecurity & Infrastructure Security Agency (CISA) Office of the Chief Information Officer (OCIO) success. CISA s mission is to lead the national effort to protect and enhance the resilience of the nation s physical and cyber infrastructure. CISA includes the CISA Mission Enabling Offices (MEOs) and six Divisions: The Cybersecurity Division (CSD), the Emergency Communications Division (ECD), the Integrated Operations Division (IOD), Infrastructure Security Division (ISD), the Stakeholder Engagement Division (SED), as well as, the National Risk Management Center (NRMC), which are headquartered with the National Capital Region (NCR). Within the Office of the Chief Acquisition Executive (OCAE), the Procurement Division is responsible to ensure the timely award and management of all CISA contract actions. The OCIO manages information technology (IT) services required to perform CISA s mission. CISA OCIO s focus is to deliver cutting-edge solutions to its customers through a high-quality and agile delivery approach. Procurement Support Specialist/Acquisition Program SME The Procurement Support Specialist provides administrative and clerical support for the Contracting Officer Representative (COR). The contractor shall support the OCIOs contract requirement analysis and pre-award and post award acquisition activities including requirements gathering and the preparation of Procurement Request (PR) documents. PR packages may contain requirements documentation (e.g., SOW, SOO, PWS, etc.); market research documentation, Independent Government Cost Estimate (IGCE), Acquisition Plan (AP), Justification and Approval, technical evaluation criteria; justification for contract type, and Inter and Intra Agency Agreements. The specialist shall collaborate with the COR assigned to the requirement to personnel to prepare required documentation for PR packages to include: Provide expert advice to OCIO CORs regarding IT program/project details, acquisition strategies, contracting execution, and program budgeting.
Provide links to relevant resources or templates.
Assist with requirements elicitation/documentation including participation in Integrated Product Teams (IPTs). Summarize communications during these meetings and record dates of communications in the appropriate tracking tool. Documentation of communications to include contact attempts, meetings, and document comments/returns/guidance.
Provide a list of required documents for each PR. Provide accurate and current advice to the OCIO CORs and technical point of contact, based on the PR and federal/agency requirements. Provide administrative support to the CORs as needed.
Coordinate with CORs to ensure on-time submission of complete and workable requirements packages. Identify issues that may delay PR package submission early in the process. Assist the CORs to ensure PR documents are compliant with federal laws and regulations and applicable agency policies. Post-award activities may include: Provide administrative support to OCIO CORs by assisting with tracking the suitability processing for incoming/outgoing contractors. Maintain the MS List tracking sheet of contractor suitability status.
Ensure assigned PR package contract files contain all post-award administration documentation and evidence of submission to relevant stakeholders.
Maintain tracking sheet for the status of PR packages.
Establish and ensure effective lines of communication with stakeholders; providing accurate and current advice tailored to the acquisition and federal/agency requirements. Qualifications Required Education and Experience:
US Citizenship required.
Ability to obtain, and maintain, a favorable Fitness determination.
A minimum of five years government procurement and/or acquisition program experience to include PR package and/or contract proposal experience.
Thorough understanding and wide application of principles, concepts, practices, and standards in procurement and contract administration.
Experience in contract risk management and negotiation.
Excellent negotiation, oral, and written communication skills.
Experience and high proficiency with MS Office including Word, Excel (pivot tables, formulas, etc.), Teams, PowerPoint.
Ability to work independently with minimal supervision. Desired Qualifications:
Preferred experience as a Contracting Officer Representative or Contracting Officer.
Strong critical thinking and analysis, planning and problem-solving skills.and ability to assimilate.
Strong organizational skill and ability to handle a fluctuating workload and multiple priorities.
