Job Summary

I. General Summary

Reporting to the Vice President, Clinical Engineering, the Manager Clinical Engineering, manages the day-to-day operations of the Clinical Engineering Department for providing a quality, cost effective program that meets or exceeds the quality and financial expectations of the customer and UMMS Clinical Engineering Program. This position is responsible for providing an aggressive clinical engineering program that lowers annual maintenance cost, increases equipment life cycles, and above all, provides the highest level of customer service. This position provides technology assessments, purchasing assistance, and equipment safety and life cycle management.

II. Principal Responsibilities and Tasks

1. Manages Departmental Human Resources:
a. Interviews and selects new departmental employees and provides an appropriate orientation program to thoroughly familiarize new employees with departmental and hospital policies and procedures.
b. Effectively motivates staff as evidenced by productivity, employee commitment to organizational goals, employee satisfaction, turnover rate, and appropriate use of sick and annual leave (PTO).
c. Reviews performance standards and assures performance evaluations for all employees are completed on a timely basis. Discusses appropriately and takes (or initiates) action to reward/discipline, provide instructions, guidance counseling, training opportunities or other appropriate action, in a timely manner.
d. Prepares (or assures they are prepared) work schedules and leave schedules to provide adequate coverage at all times; posting and communicating changes in the daily schedule when necessary to adjust for the department s workload.
e. Maintains departmental staffing within approved/staffing FTE ceilings and salary dollars.
f. Resolves personnel problems/issues in a fair and equitable manner as evidenced by the need for minimal intervention by VP or Director.
g. Provides strong, positive leadership, support and guidance to subordinate supervisors and technicians and keeps them informed at all times of problems and issues of concern with Clinical Engineering.

2. Manages Departmental Financial Responsibilities:
a. Prepares within required timeframe a realistic attainable budget consistent with approved departmental goals, including projections of resource needs for staffing.
b. Develops and implements alternative solutions and/or options for resource utilization to operate department services within budget without sacrificing quality.
c. Appropriate systems are developed and implemented to monitor and control resource utilization/expenditures, i.e., budget is effectively managed (consideration will be made for unanticipated economic conditions, workload changes or other factors beyond departmental manager s control).
d. Maintains appropriate levels of supplies and orders supplies on a timely basis to maintain efficient/cost operations.
e. Cost control techniques are effectively and consistently utilized in all day-to-day operations.
f. Maintains accountability for departmental equipment, request maintenance as needed and follows up on repairs.
g. Maintains all required payroll records and assures time and attendance reports are appropriately completed and submitted in a timely manner.
h. Schedules and manages applicable outside contractors.

3. Develops and Maintains Departmental Quality Improvement Program and External Regulation Compliance:
a. Reviews and updates the departmental policy and procedure manuals.
b. Ensures the department and hospital are in continual compliance with all applicable JCAHO standards and other external regulations. Develops and implements, in a timely fashion, an action plan to correct any identified deficiencies.

4. Demonstrates Effective Communication, Marketing & Public Relations Skills:
a. Develops/maintains rapport with other department managers and key supervisors to establish an ongoing problem-solving relationship and to the extent that all departments view Clinical Engineering as supportive, responsive, helpful and competent.
b. Consistently keep Director and Vice President informed in a timely manner, of unusual incidents, problem areas, and matters of special concern or interest.
c. Actively participates in committee assignments, public relations and other organized hospital programs.
d. Communicates effectively, verbally and/or writing, to other hospital staff and/or medical staff new procedures or practices.

5. Provides Managerial and Technical Support:
a. Anticipates changes in program requirements, or problem areas that will affect the delivery of services, takes timely action and consistently maintains or improves the quality and quantity of services provided.
b. Develops programs and/or new initiatives that foster cost containment and efficiencies in operation. c. Special and recurring reports are prepared as requested and submitted within the defined period (i.e., monthly statistical reports, budget variance report, etc).
c. Establishes departmental goals and objectives that are realistic and achievable and compliment organizational goals. Goals established are met within the resources made available.
d. Attends and participates in assigned hospital committee(s), administrative and Department Manager s meetings and/or seminars

Qualifications:
Qualifications

Education and Experience

1. B.S. Degree in Biomedical Engineering or related discipline
2. Master s degree preferred.
3. Requires a minimum of seven years of experience in increasingly responsible bio-medical engineering service-related work including 3 years experience in experience in a supervisory role and in a hospital setting.
4. 7 10 years experience preferred.

Knowledge, Skills and Abilities

1. Highly effective verbal, written and interpersonal communication skills to communicate effectively with all level's hospital staff, patients, visitors, and levels of staff.
2. Knowledge of applicable trade areas.
3. Listening and organizational skills.
4. Computer skills including but not limited to Microsoft office programs.
5. Results oriented, mature, self-developing, and have integrity.
6. Be able to combine pieces of information to form general rules or conclusions and have the ability to apply general rules to specific problems to produce answers that make sense.
