Position Summary

The?Deputy Director, Eastern State Affairs?is a major driver of land-based clean energy development for the following states:?Maine, New Hampshire, Vermont, Massachusetts, New York, Rhode Island, Pennsylvania, Connecticut, New Jersey, Delaware, Maryland, Ohio, Washington, D.C., Virginia, West Virginia. The range of issues relative to state policy and state affairs to effectively achieve and implement those policies includes taxes, siting, permitting, transmission, renewable/clean electricity standards, and more. This position will work closely with all of ACP's strategic capabilities - policy, research, and communications - and oversee ACP's strategy in working with state governors, legislators, regulators, and key state agencies in support of the industry's policy agenda.

The Deputy Director will interact with all levels of staff within ACP and with key external stakeholders and members. Excellent communication skills, professionalism, organizational skills and a desire to impact the industry are necessary attributes for this position. The renewable energy industry is a fast paced, emerging space and ACP's Advocacy team reflects that and manages priorities accordingly. This position offers a unique opportunity to develop expertise and grow within a rapidly growing industry.

Essential Functions/Major Responsibilities

* Manages the ACP Eastern Region State Affairs program, including lobbying, regulatory, grassroots and media work in our direct engagement states and focused on land-based technology.

* Support Regional Organization partners on policy priorities in applicable states; participate in Regional Organization events, meetings, and subcommittee work.

* Partner across state affairs team state political giving; and maintaining a high industry profile with national and regional state legislative, regulatory, and governor forums.

* Hires and oversees lobbyists and outside consultants when needed.

* Develops ACP's top state-level policy priorities, resource allocations, and legislative and political strategy in coordination with ACP's Eastern Region State Affairs Subcommittee.

* Communicate state and regional issues and developments to the Eastern Region Committee, ACP's membership through various means, including assisting with articles for ACP publications and Board and committee reporting

* Work cross collaboratively with ACP teams including Communications, Markets and Research, Marketing, and Events to raise visibility, elevate clean energy industry messaging, and drive attendance for ACP conferences and events, including bringing state officials to CLEANPOWER.

* Establishes ACP as the authoritative clean industry resource at state gubernatorial, legislative and regulatory gatherings (e.g. NARUC, NCSL, CSG, MGA, ALEC, etc.) through coordination of member and ACP engagement opportunities, including events, panel presentations, site visits and other opportunities to feature member work and advance the clean energy industry agenda to advance the clean energy industry's agenda.

Education, Experience, Skills

* Bachelor's degree in relevant field required, advanced degrees in related areas that deepen knowledge base are desired but not required.

* 5-7 years of progressive experience, direct experience in clean energy and/or environmental policy required.

* Demonstrated understanding of clean energy and environmental issues with the ability to drive conversations and impact change.

* Background in building consensus and cooperation among people with varied backgrounds and perspectives.

* Robust, high-level network of contacts in the clean energy/electricity policy community in the Eastern Region - or the demonstrated ability to build one.

* Understanding of the legislative process and political campaigns, particularly at the state level.

* Excellent communication skills, both written and oral, as well as the ability to give informative presentations in front of diverse audiences.

* Sound judgment and instincts; good analytical, conceptual, and strategic thinking skills; the ability to develop and manage projects independently; and the ability to adapt and respond quickly to change.

* Ability to handle multiple tasks simultaneously, establish priorities, meet deadlines, and solve problems as they arise.

* Willingness and ability to work productively as part of a team - ACP seeks candidates with a collegial nature and a positive, supportive approach to workplace challenges.

* Ability to travel up to 40% of time.

Job Conditions

We are a fast-paced, high-energy organization with a very ambitious agenda and a staff that is highly motivated. This position may experience high-level work demands and independent decision-making under tight timelines. Occasional travel outside of the Washington, DC area for meetings or events may be required. Applicants must be currently authorized to work in the United States on a full-time basis. ACP will not sponsor applicants for work visas.

We reasonably believe that the base salary range for this position is $90,000 - 130,000. At ACP, a wide range of factors are considered when making compensation decisions including and not limited to skill set, experience, training, education, knowledge, and other business and organizational needs.
