SMALL & MINORITY BUSINESS ADVOCACY AND DEVELOPMENT

CLAIMS INVESTIGATOR

Overview

The Mayor's Office of Small & Minority Business Advocacy & Development is seeking an individual to join as a Claims Investigator. SMBA&D oversees compliance with Baltimore City Code Article 5, Subtitle 28 governing Minority Business Enterprises (MBE), Women's Business Enterprises (WBE); and Small Local Business Enterprises (SLBE). SMBA&D currently certifies businesses as MBE, WBE, or M/WBE. The Minority & Women's Business Program requirements are applicable to all City contracts. SMBA&D reviews all contracts greater than $50,000 and private development projects receiving a benefit from the City in excess of $50,000 to determine if MBE/WBE participation goals may be set on the contract.

The Claims Investigator investigates all potential violations of the program during initial certification, renewal of certification, bids, prompt payment to contracts, and utilization of subcontractors during performance. This position is crucial to the procurement process and overall City operations. Qualified candidates should have experience in investigations, preferably enforcing program requirements.

Essential Duties & Responsibilities

* Communicate with the Bureau of Procurement and Agency partners;

* Communicate with prime contractors and subcontractors;

* Investigate MBE/WBE applicants for certification/renewal of certification to determine if they meet Code requirements for the program;

* Visit business offices and work sites to ascertain the nature and structure of the business operations;

* Determining applicants' controlling interest in the business;

* Secures statements and affidavits regarding the business;

* Conduct interviews to assess business knowledge, ethnicity and citizenship, technical and professional proficiency, corporate relationships with business owners, family, and marriage partners relevant to eligibility

* Draft memorandums regarding investigative findings and recommendations;

* Review and analyze invoices and payroll for the project to determine utilization of MBE/WBE on the project;

* Conduct audits to determine utilization and payment status prior to partial or full release of retainage;

* Provides testimony before the SMBA&D Certification Appeals Boards at hearings.

Required Knowledge, Skills & Responsibilities

* Ability to maintain a high workload;

* Ability to maintain your schedule and honor deadlines;

* Knowledge of the principles and techniques of investigations;

* Knowledge of basic business, construction, development, and service industry terms;

* Knowledge of practices and procedures applicable to investigating and analyzing business workings and relationships;

* Skill to interview people engaged in diverse businesses;

* Ability to compose detailed statistical and narrative reports;

* Ability to investigate situations and extract and organize facts;

* Ability to evaluate data, compare data to existing standards and draw conclusions;

* Ability to apply and interpret City Code, regulations, and procedures.

* Ability to express ideas, both orally and in writing;

* Ability to independently work and follow investigation protocols;

* Ability to deal professionally and effectively with government officials and personnel, representatives of private organizations, developers, community groups, and others.

Education, License, & Experience Requirements

* A Bachelor's degree from an accredited college or university,

* Three years of field or office experience investigating general liability claims, worker's compensation claims, automobile liability claims, or investigating, verifying, and analyzing claims or eligibility criteria.

* A valid Maryland Class C Non-Commercial Driver's License or an equivalent driver's license eligible to obtain a Baltimore City Driver's Permit.
