Job description

Reporting to the Departmental Administrator, the department of Otolaryngology is seeking a HR Manager-Clinical who will be a member of the Otolaryngology HR leadership team who is seen as the HR business systems and process subject matter expert and partner to divisional and departmental leaders and administrators bringing efficiencies and best practices across all divisions with Otolaryngology Head and Neck Surgery, and the Department of Maxillofacial Dentistry and Surgery. The incumbent collaborates with the HRD to guide department leaders and administrative staff to establish and execute on divisional best practices within JHU HR guidelines. Leveraging advanced professional Human Resources strategies. The HR Manager will support our customers in several major areas including position management, recruitment and selection, compensation, training and performance management. In addition, the HR Manager will be responsible for the medical credentialing and visa processing of faculty staff and students for School of Medical and JHH entities.The HR Manager is also responsible for leading the daily activities of an HR function supporting full-time, part-time, casual, limited staff, faculty and students. The team is responsible for a wide range of human resources duties and support of Oto divisions including: recruitment and employment, job posting support and approvals through the Organizational Management Tool (OMT); partnering with Oto Finance for position management (tracking and reconciliation); ownership of the Annual Merit Increase (AMI) process; onboarding and offboarding, including unemployment claim administration; JHU required training and education; leave management (including FML, Occupational Health Return to Work, OIE/ADA accommodations); benefits interpretation, personnel records management, HR policy interpretation, as well as, HR reporting, analysis and communication to HR and Divisional leadership through SAP and SuccessFactors.Specific Duties & ResponsibilitiesHRM ProcessingProvide Human Resource leadership/guidance for a multi-functional department for faculty, staff, and student.Participate with department leadership in strategic planning and implementation of initiatives for Oto divisions and Maxillofacial Dentistry.Provides direction, oversight, and consultation to HR and Credentialing Coordinators.Collaborate with the Medical Program Training Team to ensure accurate processing of Residents, Postdocs, Trainees, Medical Students.In conjunction with JHU policy, Administer departmental Human Resources policies and procedures.Manage the staffing process which includes recruiting, interviewing, hiring and onboarding new personnel.Manage the departmental processing for Nexus/SAP/OMT transactions. Monitor the quality of services delivered both in traditional measures such as timeliness, accuracy, efficiency and responsiveness of services provided.Manage Auditing and Training Compliance, Employee Relations and the Culture Maintenance process. Look for employment trends and provide insight to leadership for competitive advantages.Maintain Electronic Personnel Files to ensure required file maintenance that comply with DOL and Joint Commission regulations.Manage the time management process with close focus on LOA, PTO, and ADA accommodations.Work with Oto departmental and administrative leaders to develop consistent and standardized processes and protocols to improve HR services, consistent throughout Otolaryngology.Works with the leadership team to effectively resolve a wide range of workplace issues, effectively assess the situation and recommend appropriate resolution according to policies and practices.Manages and/or supports projects focused on one or more areas of HR and may involve improvements to existing program or processes or developing new initiatives.Serve on various university human resources committees and task forces as requested and recommend new policies and modifications to current human resources policies, procedures and programs.Actively engage with internal and external stakeholders to develop and effectively design, implement, communicate, manage and enhance HR programs and initiatives.Credentialing dutiesServes as Sr. Credentialing Coordinator in all matters of JHH/JHU/ JHMI processing requirements for new and reappointed primary and secondary faculty, clinical associates, Residents, Post doc fellows, and others as assigned.Liaison between faculty, HR, Administrator, OFI and MSO offices to ensure processing of credentialing verification and issuance of clinical privileges by the date requested by the Department.Creates credentials-related reports for Chairman, Administrator, HR Manager, division managers, division chiefs, search committees, etc.Maintain databases to track reappointments, credentialing end process for Medical Staff automate the credentialing and medical staff process for the department.Tracking of risk management compliance for all otolaryngology medical staff.Monitors completion of certain compliance training courses and background check requests.Performs tasks for online ECFMG certification and Student Clearinghouse degree verification, or Medical Staff Administration office and Central Verification office as needed.Prepares documentation, presentations, and correspondence.Communicates and seeks advice when possible, issues occur during credentialing process.Trains others in credentialing matters. Educates and informs faculty and division personnel about credentialing policies, procedures, and time frames.Serves as support and back up resource for Visa processing. Works with HR, Medical Education Administrator, and Office of International Services. Assists in processing H visas for medical and research faculty, post-docs and house staff. Also assists in processing all clinical J1 ECFMG visas for post-docs and house staff.Coordinates with JHU Billing to ensure timely completion of faculty billing applications.Tracks medical licensure compliance for all Otolaryngology medical staff.Works closely with HR Coordinator to ensure that salary information is accurate and up to date.CompensationIn partnership with leadership on the compensation process for new hires, reclass/equity requests, bonus/special pay, annual reviews.Oversees Oto pay practices and policies to include the preparation, approval, and correction process for all for staff, faculty, students, in accordance with JHU policies and procedures.Reviews and resolves payroll issues.Oversees the administration of the payroll function for Oto; ensures assigned staff provides periodic reports on payroll processes.Leads efforts to ensure fair and competitive compensation practices within the department, conduct equity analysis, monitoring internal and external competitiveness of salaries and assessing position classification issues. Notifies Administrator of issues and works collaboratively to resolve issues.Employee EngagementBuild an employee-centric workplace culture.Provide opportunities for professional development.Incorporate feedback into the company culture via Glint surveys. Assist in developing action plans.Promote diversity and inclusion.Leadership/SupervisionLeads the daily activities of an HR Coordinator supporting full-time, part-time, casual, limited staff, faculty and students.Primary liaison with Oto department leaders and admin supervisors/coordinators to provide support and develop and lead necessary training where needed to ensure highest levels of execution at the department level for HR related administrative and transaction work.Partners with Oto Leadership to develop department and team goals, and identify training needs to ensure effective and efficient services from Oto to all departments within the division.Process Improvement/Service Delivery/Project ManagementMonitor the quality of services delivered both in traditional measures such as timeliness, accuracy, efficiency and responsiveness, as well as metrics that determine service impact and organizational value. Take prompt, corrective action in any case of dissatisfaction or issues with delivery while ensuring a focus on best practices.Collaborates with various groups on campus, including HR Shared Services, Finance Office, Central HR, and departmental leadership and admin management to understand policies and procedures and troubleshoot issues.Facilitates and provides resolution of complex issues as presented by team members or departmental leaders.Collaborate with the finance team and HR associates to improve, maintain, and troubleshoot cross functional processes.Automate and optimize key operational workflows across the employee lifecycle changes with a focus on compliance and data integrity.Identify process improvements and determine any opportunities to transition or automate work to enable efficiencies.Supports the development and management of the Otolaryngology onboarding process and orientation of new staff hires, provide resources and support for new faculty/staff onboarding. In partnership with the management and supporting hiring managers, and central recruiting experts to ensure the team is aware of and is responsive to specific needs.Collaborate with the central talent management & acquisitions team to streamline processes and practices around recruiting.Special Knowledge, Skills, & AbilitiesKnowledge of business and management principles involved in tactical planning, resource allocation and coordination of people and resources.Knowledge of accounting and budgeting theory and practices required, including experience with payroll systems and ability to apply administrative HR procedures and practice.Ability to make independent judgments and to act on decisions on a daily basis.Ability to prioritize the team s workflow as needed.Ability to work with flexibility on several tasks simultaneously and to meet various concurrent deadlines.Very strong organizational skills, analytical and problem-solving abilities and attention to detail.Ability to maintain confidentiality.
