Wastewater Management Specialist

Job description

The Wastewater Manager will be responsible for projects related to wastewater engineering and construction. In this role the Manager will manage capital projects to ensure on-time, within budget completion. Aspect of projects will include water supply treatment and distribution systems and waster collections and treatment systems.


Essential Responsibilities:

  • Responsible for overseeing, developing and executing capital improvement plans
  • Coordination of resources for the completion of assigned capital projects
  • Coordination with multiple departments to include operations, customer service, and engineering design
  • Development of detailed cost estimates and scopes of work for projects, as well as technical information to support Requests for Proposals
  • Prioritization of projects
  • Supervision and management of capital staff
  • Development and monitoring of reports to track schedules and budgets, implementing corrective action as needed
  • Monitoring of quality control and inspection activities related to assigned projects
  • Approval of vendor, consultant and contractor payments
  • Planning, assignment and review of work assigned to staff
  • Completion of project Risk Management reports to include updates throughout the project lifecycle
  • Ensure that legal and regulatory compliances are met
  • Prepare and present progress reports
  • Responsible for identification, planning and marketing for capital upgrade proposals
  • Coordination with DPW and other organizations and agencies as needed
  • Professional management and contract administration of third party providers of services and goods including engineering and environmental consultants, land surveyors, construction contractors, material and equipment vendors, materials testing and inspection firms, etc.
  • Knowledge of fire department and other local agency regulations as they pertain to the construction and installation of water supply and distribution and wastewater conveyance projects
  • Analyze data on project budgets and schedules and identify and implement corrective actions
  • Clear and concise communication to various audiences to include government representatives, community groups, businesses and public commissions
  • Ensure that all assigned project construction is installed per applicable state and federal environmental regulations; project sites are compliant with OSHA standards and the ASUS Health and Safety Plan, and risks mitigated to prevent non-compliance with either
  • Other duties as assigned


Job Requirements:

  • Bachelor's degree in Engineering or Construction Management
  • Able to obtain a project management certification by the Project Management Institute or the American Academy of Project Management or a Professional Engineer license within the first two years of employment.
  • 5+ years of relevant experience in managing public works and/or public utility projects
  • 2+ years of supervisor/management experience
  • Must posses and maintain a valid Driver's License
  • Must take and pass Federal OSHA and or State Mandated Safety training with annual refresher courses as required by the associated regulations for this Position. Such training will be provided by company and compliance is mandatory
