Responsibilities

Assist the Office of Acquisition (OA) in applying and executing systems engineering and technical management throughout the acquisition and system life cycle with major and selected acquisition efforts across the OA. Apply systems engineering best practices to help program managers identify and mitigate risk, shape technical planning and management, support and provide insight to stakeholders, and identify systematic issues as required.

  • Provide team leadership to oversee Systems Engineering Division (SED) Contractor support activities, collaborate with the OA and its internal/external customers to facilitate SED activity coordination throughout the CBP enterprise.
  • Assist the OA in the development of Request for Proposals (RFPs) and development of RFP artifacts.
  • Provide Modeling, Simulation, Data Analysis, and Data Visualization support to internal and external CBP Customers.
  • Assist the OA in the development of sensor and surveillance system requirements, analysis and evaluation tools.
Qualifications

Senior: Minimum of a MS/MA degree and 10 or more years of related experience OR minimum of a BS/BA degree 18 or more years of related experience.Mid-Level: Minimum of a BS/BA degree and 3-10 years of related experience.

  • Demonstrated strong leadership and team building strengths.
  • 10 years (senior) / 2 years (mid) of demonstrated experience in managing (senior) / working on (mid) large scale DoD projects.
  • 5 years (senior) / 1 year (mid) of demonstrated experience with risk management process.
  • Experienced in Model Based Systems Engineering (MBSE) approaches, methodologies, and tools.
  • Experience with systems modeling languages such as SysML, UML, UPDM, UAF, and others.
  • Demonstrated understanding of and experience across all phases of the DHS SELC.
  • Excellent consulting, written, and verbal communication skills to support and manage customers and clients.
  • Must be self-directed, detail oriented, and able to coordinate and work with a dynamic team and multiple stakeholders.
  • Able to communicate effectively and confidently with end users, technologists, team members, and executive management.
  • Process driven analysis skills and a background in various requirements elicitation methods.
  • Ability to pass a government background investigation, including financial, criminal, residential, educational, foreign affiliation, prohibited substance abuse, and employment verifications; active U.S. Customs and Border Protection background investigation preferred. Please note that only U.S. citizens are eligible for a suitability determination.

Desired Qualifications:

  • Knowledge of sensor performance and integration, communications, and information system security disciplines.
  • Experience with enterprise architecture.
  • Experience with complex system specification, structural modeling, behavior modeling, functional allocation to system structure, requirements derivation and analysis, verification and validation, and all other phases of the systems engineering life cycle.
  • Certified Project Management Professional (PMP).Bachelor s or master s degree in engineering, physics, or mathematics preferred.
