The lab addresses some of the most urgent and intractable problems in the biomedical sciences in cancer and AIDS, drug development and first-in-human clinical trials, applications of nanotechnology in medicine, and rapid response to emerging threats of infectious diseases.

Accountability, Compassion, Collaboration, Dedication, Integrity and Versatility; it's the FNL way.PROGRAM DESCRIPTION :The Frederick National Laboratory is dedicated to improving human health through the discovery and innovation in the biomedical sciences, focusing on cancer, AIDS and emerging infectious diseases.The Bioinformatics and Computational Science (BACS) Directorate works collaboratively and helps to fulfill the mission of Frederick National Laboratory in the areas of bioinformatics and computational science by developing and applying world-leading computing technologies to basic and applied biomedical research challenges, data science, supporting critical operations, developing and delivering national data resources, and utilizing leading-edge software.The Center for Technical Operations Support (CTOS) group implements and manages software projects primarily sponsored by the National Cancer Institute s (NCI) Center for Biomedical Informatics and Information Technology (CBIIT). The work is primarily focused on successfully delivering software projects with development on local servers or the cloud. The projects are very diverse, typically merging science and IT, involve multiple stakeholders, and engineering can involve subcontractors. CTOS works collaboratively with the NCI to define the requirements and deliver a successful project.KEY ROLES/RESPONSIBILITIES:Provide support to the Cancer Research Data Commons (CRDC) Data Hub under the Moonshot funded Expand Data Commons task orderResponsible for overseeing the data submission process within CRDC s Data HubWill be a key leader in a cross-functional team to deliver a successful projectCreate and maintain strong, healthy business relationship with clients, vendors, and FNL staffProvide proactive communication about project to all relevant stakeholdersLeverage technical expertise to benefit the project and client interactionsFoster and nurture a collaborative work environmentContribute to requirements gathering and analysis for projectsFollow established procedures and suggest updates to enhance efficiency and effectiveness of proceduresProactively communicate to CTOS leadership any major issues that are on the horizon before they are realizedKnow who the product is for, how it will be used, and how to use itAccountable for project statusDisciplined in generating necessary reports and tracking tasks and issuesShare lessons learned with the other project managers in CTOSCreate and maintain standard project management artifacts including WBS, financials, charters, meeting minute documentation, action item tracking, change control registers and risk registersAssist in the development of estimates for new projects in response to proposalsOther duties as requiredBASIS QUALIFICATIONS :To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below:Possession of Master s degree from an accredited college/university according to the Council for Higher Education Accreditation (CHEA) or six (6) years relevant experience in lieu of degree. Foreign degrees must be evaluated for U.S. equivalencyNo work experience required with a Masters or DoctorateDemonstrated experience working in a highly integrated, multi-disciplinary environmentDemonstrated ability to gather requirements from groups unfamiliar with providing or articulating detailed requirementsAbility to work independentlyAbility to obtain and maintain a security clearancePREFERRED QUALIFICATIONSCandidates with these desired skills will be given preferential consideration:Two (2) years of experience in progressively responsible project management related activitiesFive (5) years serving as the Project manager on large scale projects developing distributed software tools or technology for Federal or Commercial customersExperience in life sciencesExperience as a project manager delivering a productExperience on projects involving data exchange and QA of biological dataPossession of a Masters degree or higher in biological sciences (including bioinformatics)Experience with data models and dealing with complex data structuresExperience working in an Agile environmentExperience as an Applications Specialist or similar client role as part of a sales and/or support teamEXPECTED COMPETENCIESMust be detail-oriented and possess strong organizational and analytical skills with the ability to prioritize multiple tasks/projectsExceptional written and oral communication skills in order to work closely with numerous stakeholders from diverse organizationsAbility to use Microsoft Project or other project management software to create WBS and track project progressProficiency in Microsoft Word, Excel and Visio or Visio equivalentMaintain necessary project artifacts on a shared space, such as a wiki, where stakeholders can self-serve their documentation needsCommitment to DiversityAll qualified applicants will receive consideration for employment without regard to sex, race, ethnicity, age, national origin, citizenship, religion, physical or mental disability, medical condition, genetic information, pregnancy, family structure, marital status, ancestry, domestic partner status, sexual orientation, gender identity or expression, veteran or military status, or any other basis prohibited by law.
