Controller & Head of Compliance

THE ORGANIZATION:

Started in 2012, Network for Victim Recovery of DC (NVRDC) creates equitable healing and dignified experiences for survivors of crime by providing free, trauma-informed advocacy, therapeutic, and legal services in conjunction with strategic litigation, policy advocacy, and education to transform existing responses to harm. We are a growing DC nonprofit organization with a team of passionate and dedicated staff. NVRDC believes in fostering strong relationships with other DC providers in the hopes that the victim recovery process will be seamless and complete.

THE CONTROLLER & HEAD OF COMPLIANCE POSITION:

NVRDC seeks a Controller & Head of Compliance. This individual will be resourceful, highly organized, a team player, a critical and analytical thinker, self-reflective and self-aware, and open to growth and learning. This individual must be a Certified Public Accountant (CPA certification) with experience in managing nonprofit accounting and reporting, a documented record leading or performing audits, developing annual budgets, controller experience or at least 3 years in an assistant controller role. Preference will be given to candidates who have experience overseeing operational compliance with payroll, benefits, and nonprofit regulatory requirements and familiarity with government grants. This individual will be well organized, highly proficient in software technology, able to troubleshoot, and have excellent follow-through on tasks. We are looking for a candidate with keen analytic, organization and problem solving skills which allows for strategic data interpretation and a desire to translate complex financial concepts to individuals at all levels including finance and non-finance managers.

This position will report to NVRDC s Deputy Director and be expected to oversee NVRDC s finance and operations functions including management of the monthly, quarterly, and annual financial statements while ensuring org-wide compliance with operations requirements. This position will also support the Executive Director in presentations to NVRDC s Board of Directors Audit Committee. The best suited candidate will have experience with high-level accounting and financial analysis for nonprofits.

The individual will be committed to working with people from diverse cultural, linguistic, economic, educational, and vocational backgrounds to demonstrate NVRDC s dedication to social justice and access to justice for all victims of crime in DC.

BENEFITS PACKAGE:

This is a full-time (35 hours per week), FLSA exempt, at-will position with an annual compensation range of $90,000-$130,000 contingent upon experience and preferred qualifications. NVRDC offers a competitive benefits package for paid time off, contribution for the cost of health care coverage, company paid basic life insurance policy, paid federal holidays, retirement plan options with a 3% match and vesting after one year, coverage of licensing costs, and support for required CPEs.

POSITION PRIMARY RESPONSIBILITIES:

The Controller & Head of Compliance provides leadership and direction, in conjunction with NVRDC leadership, to advance the strategic vision, deepen the financial strength and sustainability, and to ensure that NVRDC s organizational health allows NVRDC to maintain a high profile for excellence in the victim services nationally and locally.

Specific responsibilities:

Compliance Leadership and Oversight (35%)

  • Leverage strengths of the current finance and grant management and operations team members to help to clarify roles and responsibilities to ensure org health and implement training and systems to increase operational efficiencies and optimal progress toward organizational goals;
  • Supervises NVRDC s Operations Team;
  • Supervises NVRDC s Finance and Grants Management Team;
  • Oversees internal processes and ensures annual review of controls and operating procedures;
  • Manage and maintain operational and financial compliance monitoring processes that include periodic testing procedures, including planning, reviewing, evaluating risks, identifying improvements to existing controls, and maintaining applicable documentation for the compliance program;
  • Oversee compliance with federal grant requirements, including proper oversight of subawards, procurement processes, and manage staff involved in contract development;
  • Support NVRDC leadership in leading external audits and overseeing internal preparation of the finance and operations teams;
  • Draft, monitor, and escalate Management Action Plans for any internal compliance findings including recommendations to improve processes, lessen risks, and ensure successful audit results;
  • Leads the annual audit process gathering materials as needed for the external auditors; assessing any changes necessary;
  • Maintain knowledge of current accounting, auditing, industry, regulatory, general business and best practices;
  • Keeps abreast of applicable federal and local funding requirements, interprets funding requirements, and notifies leadership of any changes to policy required to remain in alignment to any changes that arise;
  • Coordinates leadership team and staff and documentation preparation and follow-up for pre and post award site visits from government and foundation funders;
  • Develop Weekly, Monthly, Quarterly, Bi-Annual, and Annual Operational Compliance Checklists to monitor operational compliance related to business requirements, tax filing, charitable solicitation requirements, etc.;
  • Oversee the development and maintenance of process manuals for the finance and operations teams;
  • Develop strong, productive working relationships with cross-domain leadership at NVRDC;
  • Oversees the grant management team in evaluating awarded proposals, contracts, and subcontracts for compliance with funding agency, federal, state, and university requirements; prepares required acceptance documentation, and obtains official signatures; recommends approval or rejection of deviations from contract specifications; and
  • Maintains a robust contracts management and financial management/reporting system; ensures that the contract billing and collection schedule is adhered to and that financial data and cash flow are steady and support operational requirements.

Finance and Accounting Leadership (40%)

  • Maintain general ledger and other accounting records needed for preparation of the financial statements and other required financial data and post journal entries;
  • Update chart of accounts, vendor listing and accounting system reports;
  • Reconcile financial information from subsidiary applications to general ledger;
  • Partner with NVRDC s finance team to ensure all supporting documents for payment of vendor invoices and grants are completed timely;
  • Review drafts of tax returns IRS 990 developed by external auditor;
  • Maintain current knowledge of regulatory requirements affecting foundations/philanthropy;
  • Perform periodic review of budget vs. actual with variance analyses;
  • Reporting to the Deputy Director, the Controller will be responsible for oversight of all finance, accounting and reporting activities. The Controller will be involved in supporting presentations to the board s audit committee and will work closely with the senior leadership team;
  • Oversees payables, receivables, payroll, controls, and interdepartmental communications among finance and operations;
  • Supports NVRDC s Executive Director in Audit Committee meetings, financial presentations, and budget presentation and review processes;
  • Oversee the completion of internal control audits, focusing on the fidelity of financial statements and processes consistent with generally accepted accounting principles ( GAAP );
  • Create, edit and finalize policies and procedures to meet federal and state audit recommendations, plus any others as needed around accounting, record keeping, board communication, and contract/vendor management;
  • Oversees user accounts and keeps abreast of requirements in Zoomgrants, ASAP, JustGrants, DC Vendor Portal, and various other grantor reimbursement and financial reporting software;
  • Ensures expenses are coded properly to grants according to contracted line item agreements;
  • Provides staff orientation and on-going training on topics pertinent to staff s ability to understand and support capacity building and financial requirements; and
  • Prepare monthly financial reports and edits as necessary and oversees the preparation and submission of reimbursement requests/invoices as well as financial reports to funders on a monthly or quarterly basis as required.

Strategic Planning (25%)

  • Works with the NVRDC leadership on the organization s annual budgeting and planning process;
  • Partners with NVRDC s finance and grant management team for forecasting for all grant awards in partnership with finance and grants management staff and briefs NVRDC s leadership on the organization s financial status through monthly forecasting meetings;
  • Coordinate with NVRDC s leadership in developing and executing an operational strategy for the finance, operations, and engagement teams day-to-day activities;
  • Makes suggestions on system management and/or automation of NVRDC s finance and operations tasks to increase effectiveness and efficiency;
  • Successfully communicates a strong understanding of NVRDC s programs and strategic plan to funders; represents NVRDC at meetings with auditors, site visits, etc.;
  • Perform other duties as needed to support NVRDC s overall organizational health; and
  • Embody NVRDC s core principles and values as a member of leadership.

REQUIRED QUALIFICATIONS

  • Must currently have an active Certified Public Accountant (CPA) license.
  • Documented experience in nonprofit accounting for organizations over $5,000,000.
  • Experience with leading or performing audits.
  • Experience with public accounting.
  • Prior controller experience or at least 3 years in an assistant controller role.
  • Experience having overseen system development for operationalizing payroll or other accounting systems.
  • Experience having generated or supported preparation of 990 filings.
  • Bachelor s Degree in Accounting.
  • Oversight of grant management compliance and experience overseeing financial monitoring of federal awards.
  • Familiarity with government grant budget development.
  • Exhibit excellent organizational skills, strong analytical skills and sound judgment, culturally sensitive; good problem-solving skills. Ability to work well under pressure in a fast-paced environment, keeping multiple priorities moving and not losing track of details.
  • At least 8 years of supervision experience.

PREFERRED QUALIFICATIONS

  • Experience overseeing operational compliance with payroll, benefits, and nonprofit regulatory requirements.
  • Public accounting experience at any of the Big Four accounting firms.
  • Demonstrate strong computer skills; capable use of MS Office, particularly Excel, Power Point, Word; Adobe, Google Docs, Box, experience with Quickbooks Online strongly preferred. Experience with funder databases such as JustGrants.gov/ASAP.gov, and the ability to adapt to new technology requirements.
