An Overview

The Child & Family Behavioral Health Services (CFBHS) Team Leader plans, directs and manages clinical services for children and youth who are experiencing major behavioral health challenges and their families. Children are often involved in multiple systems (court, child welfare, schools) and at risk for out-of-home placement. Services include individual, family and group psychotherapy, psychological and diagnostic evaluations, case management, inter-agency collaboration, clinical consultation, and collaboration with medical director regarding psychiatric services. Services are based in the office and various locations in the community, including Alexandria City Public Schools, Teen Wellness Center, the Northern Virginia Juvenile Detention Center, Shelter Care and family residences. The Team Leader is committed to racial equity and strives to ensure services are responsive to the impact of racial trauma. Programming is steeped in the System of Care core values, family driven, youth guided, culturally and linguistically competent, individualized and community based, and evidence based, and aligned with the City's Children and Youth Community Plan, and the city, School Board and Department Strategic Plans.

What You Should Bring

The ideal candidate should have thorough knowledge and skills related to etiology and effective treatment modes for children with mental illness and co-occurring disorders and their families, thorough knowledge of current social, economic, behavioral and physical and health challenges impacting community served, excellent knowledge and skills to mitigate harm of the impact of white supremacy on youth serving systems, youth, families and staff, including racial trauma, excellent communication skills, both orally and in writing, with other professionals and with the public, knowledge, skills and ability to manage change, ability to motivate independent clinical professionals to function as a team at a high level, ability to work with a diverse team serving a diverse and very high-risk population.

The Opportunity
  • In collaboration with others in CFBHS leadership, track and synthesize input from families, staff, system partners, research, data, State and Federal guidance, etc. to inform effective change management in support of efficiency and quality improvement.
  • In collaboration with others in CFBHS leadership, establish goals, objectives data points and outcome measures for program components, track outcome measures and evaluate effectiveness.
  • Build strong partnerships with Alexandria City Public Schools and Northern Virginia Juvenile Detention/Sheltercare leadership in support of CFBHS services based in those settings.
  • Support and oversee Same Day Access process and student trainee program to include psychology externs and masters level interns.
  • Recruit, hire, train and support the professional development of licensed mental health professionals, including therapist supervisors.
  • Set individualized performance objectives, to include those related to racial equity and the state performance contract, and create conditions for supervisees to meet them.
  • Engage supervisees in quality trauma-informed, motivational, equitable and data-driven clinical and administrative supervision.
  • Ensure supervisees are trained in evidence-based models and are implementing them with fidelity.
  • Collaborate with Supervisory Program Analyst to assure team compliance with clinical record keeping requirements and other Department, State, City, Federal and CARF regulations, policies and guidelines.
  • Collaborate with key internal and external partners in support of system-wide improvements to include participation in Department, city-wide and regional work groups and committees.
  • Ensure revenue maximization and program sustainability in collaboration with team, division leadership, director of program evaluation and fiscal staff.
  • Provide clinical training and consultation with internal and external partners.
  • Performs other related duties as assigned.

About the Department

The Center for Children and Families (CCF) provides programs and services for Behavioral Health, Domestic Violence & Sexual Assault, Child Welfare & Child Protective Services, Early Childhood and Youth Development. CCF provides compassionate, collaborative and effective person and family-centered services based on best practices. Our teams support self-determination, safety, recovery and resiliency for Alexandria children and all residents affected by abuse, neglect, mental illness, intellectual disabilities and substance abuse disorders.

Minimum & Additional Requirements

Three years of program management experience in a community mental health or similar setting, and three years of experience providing mental health and/or substance abuse services, including diagnostic evaluations, crisis intervention, case management, and possession of an M.S.W., M.A., M.S. N. or a PH.D. degree from an accredited school, Virginia Licensure or immediate eligibility for Virginia licensure at the time of appointment as a LCSW, LPC, Clinical Nurse Specialist, or Clinical Psychologist, or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.

Preferred Qualifications

Five years' clinical experience working with youth with highly complex behavioral health needs and their families, three years' experience supervising behavioral health care providers, three years' experience managing programs focused on assessment and treatment of youth with highly complex behavioral health needs and their families, three years' experience implementing evidence-based practices, two years' experience working with electronic health records, two years' experience managing change in response to needs, bilingual skills in English/Spanish.

Schedule:

Monday through Friday, 8:00AM - 5:00PM, with flexibility to respond to urgent needs during off hours.
