Introduction

The\rMaryland State Retirement Agency is the administrator of the Maryland State Retirement\rand Pension System. The System is a multi-employer, public employees \rbenefit retirement system composed of twelve (12) separate retirement and\rpension systems with additional plan components, covering approximately 245,000\ractive members and more than 160,000 retires and beneficiaries.\rThe Agency is seeking to fill a senior\rlevel Chief Financial Officer position which will serve on the leadership team\rand report to the Executive Director. This position requires being in the office at least 3 days per week.\r***This position is a Management Service and will serve at the pleasure of\rthe Appointing Authority.***\r\r

Main Purpose of Job

The main purpose of this position is to:\r\r\r\r Provide leadership, administration, direction and guidance for all accounting, budgetary and procurement functions of the Agency through oversight of operations relating to Fiscal Accounting, General Accounting, Budget and Procurement.\r Ensure quality and timeliness of work product and productivity of team.\r Serve in an advisory capacity to the Executive Director and Senior Staff.\r Research, develop, and recommend policy for review by the Executive Leadership Team and approval by Executive Director and the Board of Trustees.\r Implement procedures and internal controls to ensure compliance with laws, rules and regulations as they relate to finance and investment accounting.\r Perform special projects as directed by the Executive Director.\r Serve as a resource to all programs within the State Retirement Agency.\r\r\r\rCandidates for this position must have excellent interpersonal, oral, and written communication skills & strong listening skills.\r\r\r

POSITION DUTIES

This position will:\rProvide leadership, administration, direction\rand guidance for all accounting, budgeting, and procurement functions of the\rAgency.\rServe in an advisory capacity to the Executive\rDirector and senior Agency management staff.\rResearch, develop and recommend policy for\rreview by the Executive Leadership Team for subsequent approval by the\rExecutive Director and the Board of Trustees.\rImplement procedures and internal controls to\rensure compliance with laws, rules and regulations as they relate to budget,\rfinance and human resources.\rBe responsible for all activities related to\rensuring proper internal controls over and accountability for Agency assets;\rtimely, accurate collection and recordation of SRA revenues; and timely,\raccurate discharge and recordation of SRA obligations.\rBe responsible for the efficient and effective\ruse of Agency resources to meet the Agency s authorized operational needs in\rcompliance with applicable laws, rules and regulations.\rReview, analyze and, when appropriate, submit\rrecommendations for improvement of, new accounting standards under review by\rthe emerging issues task forces of the various national accounting standards\rsetting organizations (e.g., AICPA, GASB).\rPerform special projects and other duties as\rassigned by the Executive Director.Be responsible for ensuring timely, efficient\rand accurate completion. Examples of the types of special projects typically\rassigned might include:\r\r\r\r \r Initiating,\r reviewing, analyzing & commenting on proposed new legislation to identify\r and quantify potential fiscal or operational impact.\r Reviewing,\r analyzing, & commenting on proposed new actuarial funding alternatives to\r identify and quantify potential fiscal or operational impact.\r Serving\r on statewide and ad hoc policy committees & study groups to review,\r analyze, and resolve operational imperatives.\r \r\r\r

MINIMUM QUALIFICATIONS

Education:\rA bachelor s degree in\rbusiness from an accredited college or university.\rExperience:\r1. Twelve (12) years of experience infinancial accounting witha CPA license.\r2. Five (5) or more years of supervisory experience. \r

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to candidates\rwith:\r\r Current or prior experience with the State of\r Maryland financial systems preferable;\r Exposure to pensions\r and financial services;\r Procurement experience;\r General ledger\r accounting experience;\r Proficiency in Microsoft Office\r programs, including Word, Excel, and PowerPoint.\r\r
