Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for AcqDemo Business and Technical Management Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This IT SPECIALIST (NETWORK) position is assigned to PEO C3T, Tactical Network (6KC) Technical Management Division, in Ft Belvoir, VA. Responsibilities Serve as a team leader, responsible for providing guidance and leading a technical staff composed of IT specialists, electronics engineers, and other information systems professionals. Manage the overall design and development of information system facilities and networks, providing guidance and review of the technical products of the team. Provide oral and written briefings of a technical and/or management nature to a full spectrum of government and contractor counterparts. Recommend changes in priorities or resources, which impact on the assigned mission and on resource allocations Serves on ad-hoc groups to plan and implement these actions. Experience Requirements 2210 Series: I have IT-related experience demonstrating each of the four competencies listed below based on the grade level required of the position being filled: 1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND In addition to the competencies To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as performing ALL of the following duties: 1) Providing guidance and leading a technical staff composed of IT specialists, electronics engineers, and other information systems professionals in the modernization of large-scale information systems networks (2) Managing the overall design and development of information system facilities and networks, providing guidance and review of the technical products of the team. (3) Recommending proposals for changes in manpower, budgets, operations, personnel utilization, long-range agency or office objectives, missions and functions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-03 or GS-13 equivalent. Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone-no substitution of education for experience is permitted. FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest. You will be required to undergo background investigation leading to the successful adjudication of eligibility for a SECRET security clearance.
