The Washington State Ferry (WSF) system is essential to Washington's transportation network, linking communities on both sides of Puget Sound and the San Juan Islands. There are over 400 sailings each day on 10 ferry routes.

WSF transports nearly 17 million passengers a year and has more than 1,800 employees. Employees perform a variety of duties on vessels, in terminals, at the maintenance facility, and at the Seattle headquarters.

The OpportunityWSDOT is currently seeking a Design Engineering Manager to deliver WSF terminal Capital Program and Electrification projects on time and within budget. This position is ultimately responsible for key decisions related to project management planning, practical solutions, budget, and schedule. The Design Program Manager is required to make strategic decisions that will have a great influence on the success or failure of the projects. What to ExpectAmong the varied range of responsibilities held within this role, you/the Design Engineering Manager will:Make strategic decisions regarding budget planning, project development, and the utilization of in-house and contract staff/consultants.Develop, negotiate, and manage large and small consultant task orders.Oversee Electrification General Engineering consultant (GEC) and WSF design development of projects and direct peer review of designs.Present project development updates to the community as required to understand community input and provide project information in collaboration with the Strategic Communications/Community Engagement Manager and other key WSF leadership.Prepare project documentation for approval per Terminal Design Manual and Design Manual requirements.Approve project scope, budget, quality, and constructability before advertisement.

QualificationsTo be considered for this opportunity, the following are

required :Bachelor of Science in Civil Engineering, Mechanical Engineering, or Electrical Engineering or equivalent.Registration as a Professional Engineer (PE) in the State of Washington, or be certified as a PE in State of WA within 6 months of hiring,Four (4) years of management-level supervisory/leadership experience.Mastery of managerial knowledge and skills to lead and manage this important ferry terminal electrification design program.Knowledge and skills required to lead this long-term/long-range program:

Program and Facilities management, including budgeting, Life Cycle management, and improvement planning/implementation.Project development strategies as well as project management principles and project control including earned value management systems.Performance measures and other outcome measures, to quantify delivery of large projects.

Skill to lead, supervise, and influence engineers, business staff, department staff, consultants, and members of local jurisdictions.Ability to manage resources, oversight, and development of various contracts, documents, and reports.Ability to coach, mentor, and train staff; provide direction to carry out business functions. Think and plan strategically for programming, prioritizing, and change management.It is

preferred

that qualified candidates also have:Master of Science in Civil Engineering, Mechanical Engineering, or Electrical Engineering.Knowledge of:

Capital program and Facilities management, including budgeting, Life Cycle management, and capital improvement planning/implementation.Project development strategies using the DOT Managing Project Delivery (MPD) as well as project management principals and project controls including earned value management systems.SEPA/N EPA and permitting process for the near shore marine environment and environmental cleanup and hazardous waste laws as well as marine design in environmentally sensitive areas due to either contamination of protected aquatic habitat.Public bidding and contracting laws.Certification as a Project Management Professional by the Project Management Institute, or AICP by the American Institute of Certified Planners is desired.

Important NotesThis position offers flexible/hybrid remote work options.The salary listed includes the legislative-approved 5% salary premium for positions with an assigned duty station in King County.In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position.
