Description

The City is seeking an experienced manager to lead, manage, and oversee the Neighborhood Services Division in the City's Department of Community, Neighborhood & Housing Services. The Neighborhood Services Division administers and enforces a wide variety of City Codes regarding property maintenance, public nuisances, rental housing, landlord-tenant relations, vendors, and home-based businesses. Additionally, the team pursues an active outreach program to work with homeowners associations, rental communities, and citizens to enhance the appearance and safety of the City.

As the Neighborhood Services Division Manager, you will be responsible for actively participating in and managing all aspects of the Division's work to ensure compliance with City and State codes and citizen and public safety. You will provide leadership, guidance, direction, and advanced expertise/advice to staff; ensure appropriate actions are taken on all enforcement violations; oversee and monitor progress and findings; identify opportunities for improving service delivery methods and procedures; and provide effective and efficient management of the Division's goals and objectives consistent with the City's strategic directions.

You must have the technical expertise to assess situations, apply appropriate analysis, interpret applicable laws and regulations, and resolve each situation appropriately; be an approachable and effective communicator, as the position requires extensive contact with City officials, management staff, property and business owners, citizens, and the public; be an excellent day-to-day manager with strong leadership qualities who can keep operations running smoothly while also taking time to consider the future; and have a focus on teambuilding and excel at bringing out the best in people by setting clear expectations and goals, motivating and empowering division staff through acknowledgment of professional accomplishments, and providing staff with the necessary direction and leadership to succeed.

Starting salary for this position is negotiable within the anticipated target hiring range ($120,000 to $135,000) and will be offered at a level consistent with the experience and qualifications of the candidate. Job Functions

What you will do with us:
  • Oversee, plan, coordinate, supervise, and participate in inspection and enforcement activities with responsibility for enforcing the laws, ordinances, and codes relating to property maintenance, public nuisance, zoning, rental housing, landlord-tenant relations, vendors, and home-based businesses to ensure compliance with State and City codes.
  • Confer with citizens, property managers, business owners, and others with complaints, concerns, or questions
  • Perform the full range of Code Administration Officer duties as needed; participate in field activities, inspections, and investigations; may issue citations and collect, prepare, and submit evidentiary documentation and case materials; may testify in court regarding compliance issues.
  • Oversee the issuance of rental housing licenses, home occupation, amusement machine, and sign permits; administer and enforce requirements prior to issuing.
  • Develop, review, and update policies and procedures.
  • Hear and make investigations of complaints of inspection activities and take appropriate action; mediate formal landlord-tenant complaints.
  • Oversee outreach programs such as the Council in the Communities program.
  • Serve as staff liaison to various public bodies and agencies.
  • Assume the duties and responsibilities of the Department Director as needed/assigned.

Qualifications

What you will need to be considered:
  • Bachelor's Degree in Engineering, Architecture, Building Construction, or related field.
  • At least 7 years of relevant professional experience in the application and enforcement of construction, zoning, or environmental codes, including at least 4 years of experience in a responsible supervisory capacity.
  • Possession of International Code Council (ICC) Property Maintenance and Housing Inspector certification (required at time of hire).
  • Possession of Zoning Inspector certification and ICC Building Official certification (preferred).
  • Experience in personnel administration and budget development and administration.
  • Excellent organization, interpersonal, analytical, problem-solving, presentation, time management, and written and verbal communication skills and the demonstrated ability to effectively interact and collaborate with multiple internal and external stakeholders.
  • Valid driver's license (required).
  • Or any acceptable equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities to satisfactorily perform job duties.

This is a full-time salaried "exempt" position requiring a minimum of 40 hours per week (not eligible for overtime compensation under the provisions of the Fair Labor Standards Act and the City's personnel regulations). Direct deposit of paychecks is a condition of employment for all City of Gaithersburg employees.
