Responsibilities:

As the Expert Lifecycle Acquisition Program & Projects Manager, you shall act as the AS subject matter expert for NGA's Analytic Services (AS) project under the Analysis Integrated Program (IPA) Office. You shall work closely with analysts, various programs of record, and senior government officials while providing oversight and subject-matter-expertise on project development, lifecycle acquisition, and integration of enterprise-level systems for the AS Project.

The contractor shall propose either the Lead Systems Engineer or Lead Systems Integrator as the AS EMERALD Contractor Program Manager and/or Deputy Program Manager. The AS EMERALD Contractor Program Manager will have sole accountability to the AS government program manager for all activities under this SOW and must have close coordination with all senior government officials, which may include foreign dignitaries.

This position is an onsite role and shall support NGA out of their NCE Campus in Springfield, VA.

In this position, you shall be expected to:

  • Provide expertise and advisory support to NGA seniors and program managers on the Analytic Services Project (AS) under Analysis Integrated Program Office (IPA).
  • Assist the government program manager with oversight on project integration, testing, interoperability, analysis and associated infrastructures.
  • Maintain up-to-date status and progress of all programs and projects, through periodic and formal reviews as well as informal meetings; technical exchanges and reporting.
  • Track performance progress; report and coordinate measures for additional operational, resource, and financial planning activities.
  • Conduct analysis and risk assessments on ASC development activities.
  • Provide comprehensive program and contract management support to include requirements analysis, acquisition strategy development, technical planning, risk assessment/decision support, and organization assessments and recommendations.
  • Monitor and report on contract performance, including support in the areas of earned value management, integrated baseline reviews and program status reviews, and technical exchanges.
  • Assist in defining requirements, assist in developing and preparing acquisition strategies, in accordance with stated policies, and procedures.
  • Conduct Analysis of Alternatives (AoA) of proposed operational and technical solutions.
  • Develop Program Office responses to mission impacts, acquisition cycles, improvement processes, and resource utilization.
  • Prepare independent technical white papers, as necessary to provide ASC government program with additional guidance, insight, or highlight potential problems with current program.
  • Work closely with DoD and mission partners to define future architectures and assess internal and external needs to develop potential capabilities to meet the customers enterprise architecture.
  • Advise the Program Manager (PM) throughout the program life-cycle on cost, schedule, risk and performance issues.
  • Provide expertise and support in developing, defend and promote Program Objective Memorandum (POM) submissions and budget submittals to the NGA Financial Management Directorate.
  • Provide expertise and support in writing and defending budget inputs for Congressional Justification submittals.
  • Assist AS PMO with preparing support documentation to include funding documents to obligate funds, Support Agreements, Interagency agreements, SOW/Objectives, Independent Government Estimates, Determinations and Findings, Justifications and Approvals, and Request for Procurement Services.
  • Assist the PMO with coordination, writing and evaluation of programmatic proposal documents, write technical SOW of contractor proposals, provide technical assessment of ROMs and ensure the PM has the latest execution plan for the next phase of program.


Required Qualifications:

Must-Have:

At least twenty (20) years of cumulative experience, with at least fifteen (15) years of specialized experience in the following:

  • Demonstrated specialized experience with NGA, DoD, or other IC Agencies acquisition processes and procedures.
  • Demonstrated specialized experience in program/project management.

**In addition, candidates must possess an ACTIVE TS/SCI security clearance to be considered eligible for this role.**
