Applications received after the initial cut-off number has been reached will not receive consideration unless otherwise requested by management.* Responsible for the development, implementation and the sustainment of the Primary, Alternate, Contingent and Emergency (PACE) program for VHA.* Plans, organizes, and oversees efforts and projects to achieve and improve program accomplishment's quality, effectiveness, and timeliness. Serves as a subject matter expert to management and executive leadership on developing and implementing strategic plans to achieve the program objectives. This includes developing detailed plans to improve efficient operations, implementing plans and initiatives to achieve mission and policy objectives, assessing program accomplishment, and making course corrections when necessary.* Develops and makes recommendations to leadership on short and long-range planning activities that include multi-year work plans that are the products of subordinate organizational projects/programs pertaining to the PACE Program.* Coordinates with key managers and stakeholders to ensure all implications are identified, weighed, and considered in the study and discussion of effective and efficient resource use and distribution.* Develops and presents to leadership models for managing various issues and identifies and resolves problems that are barriers to achieving goals.* Plans and develops new processes or metrics and coordinates support activities that cross organizational lines.* Formulates interprets, and communicates long-range goals, principles, policies, and objectives for delegated services and programs. Independently applies a broad range of quality improvement knowledge and experience to include: quantitative and qualitative measurement and analysis; program and project management; business case methods and measures; and customer satisfaction assessment and measurement of the PACE Program.* Implements performance metrics to monitor the operational efficiencies of the organization. Monitors program performance metric outcomes. Develops strategies for maintaining appropriate performance levels in support of VA initiatives.* Guides management in effectively implementing planning efforts for current and future performance requirements. Implements actions necessary to correct identified problem areas and follows through to ensure adjustments to program plans were made.* Plans and coordinates major initiatives or projects to develop and implement new systems and processes that may have Department-wide use and implications.* Identifies and tests new systems, models, and reporting formats for program accomplishment. Identifies areas with potential for Department-wide application and coordinates with other offices, as appropriate, to foster common business and operational practices.* Performs technical writing functions, requiring substantial knowledge of the various areas of the managed program that supports emergency management and specialized terminology to analyze and present program data and findings in a clear and effective manner.* Participates at nationwide conferences, meetings, committees, and working groups that propose, defend, and criticize continuity and emergency response criteria for promoting and maintaining a proactive response posture.* Performs comprehensive assessments of Emergency Management program activities focusing on the measurement and enhancement of program effectiveness. This includes coordinating logistics emergency management response to support operations, planning, and integration with VHA's interagency partners and internally to VHA, including VISNs and VAMCs.* Manages and coordinates logistics emergency preparedness activities, such as: identifying and assessing risk, estimating the level of capabilities needed to address those risks, building or sustaining the required levels of capability, developing and implementing plans to deliver those capabilities, validating and monitoring progress, and reviewing and updating efforts to promote continuous improvement.* Other duties as assigned.Work Schedule: 7:00 am - 3:30 pmCompressed/Flexible: May be available.Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies.
