Major Duties and Responsibilities

Under direction, reviews various child care provider transactions and payments to determine accuracy, completeness, compliance, and/or need for further processing (e.g., Internal Revenue Service [IRS] requests for information; W-9 forms; deductions; adjustments for providers when paid incorrect amount; underpayments; overpayments; payments after denial of child care benefit; manual claims; special needs waivers): researches and compiles provider payment information for subsequent mailing to the IRS and provider(s) on an annual basis; provides copies of IRS 1099 forms to providers upon request; researches provider files when IRS notifies that there is mismatched information on file; communicates with child care providers to ensure a W-9 form has been submitted and filed; if necessary, when W-9 is not submitted, notifies the provider that the Provider Agreement will be terminated; tracks amounts and types of deductions from provider payments (e.g., child support orders; IRS levies; system or program staff errors) and enters the deduction amount and code into the Child Care Information Data System (CCIDS); communicates with Office of Fiscal and Monitoring Services (OFMS) staff to correct improper payments; reviews payment processing errors/issues and recommends corrective actions; reviews the effectiveness and efficiency of fiscal processes and procedures related to child care payments and makes suggestions for procedure improvement.

Provides technical assistance to child care providers and County Departments of Job and Family Services (CDJFS) staff regarding payment processing and reporting issues in CCIDS; responds to help desk phone calls and inquiries from providers as assigned; communicates with other Office of Family Assistance (OFA) staff to resolve issues as needed.

Performs other related duties as assigned (e.g., participates in staff meetings; travels to attend trainings; operates personal computer to produce correspondence, reports, and other documents; maintains logs, records, and files).

Travel required, as needed. Must provide own transportation or, in order to operate a state vehicle, you must have a valid drivers license.

Hybrid Work Details

Subject to DCYs teleworking policy and an approved teleworking agreement, this position is eligible to work from a remote location on a hybrid basis. The selected applicant may be required to complete initial trainings prior to being eligible to telework. All requests to telework are reviewed on a case-by-case basis and must be approved by DCY's Deputy Director of Human Resources and management, subject to the conditions outlined in the agency policy and teleworking agreement.

The following are the minimum qualifications for this position. For further consideration, applicants must clearly identify how qualifications are met within the education and/or experience sections of the applications.

The ideal candidate, at minimum, must have the following:

12 mos. exp. as Accountant/ Examiner 2, 66112 with state government exp. commensurate with duties to be assigned.

* OR -

Completion of undergraduate core coursework in accounting or 2 yrs. exp. in accounting.

* OR -

Completion of undergraduate core coursework in business administration, economics, computer science or related field; AND 16 semester or 24 quarter hours in accounting.

* OR -

Equivalent of Minimum Class Qualifications for Employment noted above.
