Job description

The Department of the Interior is devoted to protecting and preserving the natural resources of this great nation, including National Parks, Landmarks, and the well-being of communities, including those of Native American, Alaska Natives and affiliated Islanders.This position is located within the Department of the Interior (DOI), Office of the Secretary, Office of Wildland Fire (OWF), in Washington, D.C.At the full performance level GS-14 the major duties of this position include, but are not limited to the following:* Plans and directs work to be accomplished, sets priorities, and establishes schedules for completion of work.* Works independently and with OWF, Bureaus, and Department staff to actively identify, plan, direct, and execute communications initiatives.* Establishes and maintains effective working relationships with high-level leadership in OWF, the DOI Communications Office, other Department offices, and the Bureaus to identify, plan, coordinate and execute strategic communications plans.* Serves as a spokesperson for OWF, including handling media inquiries and preparing senior leaders for media engagements, meetings, workshops, and conferences.* Manages the design and creation of display graphics to amplify messages to internal and external offices.* Establishes and builds partnerships with Department and Bureau leadership and communications teams to inform and gain support for actions and OWF activities, goals, and objectives.* Coordinates and collaborates with other communication professionals in the Department and the Bureaus on both internal and external communications products and initiatives.* Oversees and coordinates with the Office of Communications in the development of the OWF website, including information and content designed to disseminate information to key internal and external audiences.* Responsible for developing comprehensive social media strategies and content that support OWF's communications efforts and advance outreach and messaging for major policy and program announcements and understanding of the Wildland Fire Management program and priorities.* Provides support for Congressional outreach activities, including responding to inquiries, preparing hearing and briefing materials, and coordinating other congressional outreach activities.* Experience coordinating communication strategies and developing communications products in crisis situations and high-profile events.The Office of Wildland Fire has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.Salary InformationGS-14: $139,395 - $181,216 per year.First time hires to the Federal government normally start at the lower salary range of the grade level.This vacancy may be used to fill additional positions as vacancies become available.Minimum Qualification Requirements:To qualify for this position, you must meet the Specialized Experience for the series/grade to which you are applying.To qualify for the GS-14, you must possess at least one full year of specialized experience equivalent to the GS-13 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience (MUST MEET ALL):* Experience analyzing and evaluating program needs to advise senior agency officials of the information that is made available to the public or approaches to take to attain program goals;* Experience working in media relations serving as a senior communications, public affairs, public relations professional, or a similar position responding to and managing news media inquiries;* Experience providing strategic communication advice on controversial, sensitive and highly complex topics;* Experience leading the development of communication plans for senior agency officials regarding strategies to provide outreach to both internal and external audience. This includes the media, Congress, and the public in regard to program information, goals, and accomplishments; AND* Experience in developing strategic new media and digital media plans, including relevant content.Additional information on the qualification requirements is outlined in the OPM Qualification Standards Handbook of General Schedule Positions and is available at OPM's website: qualification requirements must be met by the closing date of this announcement.Merit Promotion candidates must also meet Time-in-Grade requirements by the closing date of the announcement.
