Also leads a team of professional staff responsible for budget development and management, grant and state LASER billing, audit response, and analytical support to the agency s program managers.This position joins a dynamic, team based environment supporting the values and human service mission of the Department of Family Services. Collaborates with agency leadership in developing organizational strategies, long range planning, and service and management policies appropriate to the economic and social environment. Formulates and prepares complex analytical and statistical reports assess policy and financial impacts. Manages the policy and procedural aspects of grant operations, providing guidance to budget team staff and to program directors. Proposes strategies to streamline the use of federal, state, private and local funding streams, interacting with state and federal officials to obtain approval as needed. Plans, coordinates, schedules and directs the preparation of analytical staffing, expenditure, performance measurement and other reports and recommendations to the finance manager, management staff, partner agencies, and other governments. Oversees and manages the annual budget development process, as well as budget reviews for third quarter and year end/carryover. Coordinates federal, state and internal audits. Makes presentations on budget matters and budget strategies to the Leadership Academy, management, deputy county executive, and the cities of Fairfax and Falls Church, as required. Serves as a resource to the Department of Management and Budget, DPMM, DHR, other Human Services agencies Represents DFS in meetings with state, federal, and other jurisdiction officials concerning administrative, program and financial issues. Supervises a professional level staff, directing them in analysis, budget preparation, and grant and purchasing procedures. Directs the preparation of Board items, fund statements, issue statements, consolidated spreadsheets, and multiple components of state and federal applications for funding and grants.Incumbent must have the following knowledge skills and abilities:Considerable knowledge of the principles, methods, and practices of governmental budgeting and fiscal management and the ability to apply them to complex governmental systems;Knowledge of federal Uniform Grant Guidance and compliance.Proficiency in the use of the FOCUS financial management and human resource management modules.ILLUSTRATIVE DUTIES:Prepares and oversees the preparation of large, complex budgets;Directs budgeting activities for the agency;Reviews and prepares audit responses;Prepares and oversees grant proposals, reports, and tracking;Ensures compliance with all applicable federal, state and county regulations and procedures.Illustrative Duties(The illustrative duties listed in this specification are representative of the class but are not an all-inclusive list. A Master's degree in a related field or CPA may substitute for 1 year of experience.CERTIFICATES AND LICENSES REQUIRED:None.NECESSARY SPECIAL REQUIREMENTS:The appointee to this position will be required to complete a criminal background, a credit check, and a Child Protective Services check to the satisfaction of the employer.PREFERRED QUALIFICATIONS:Master's degree in public administration, public policy, finance, government, business administration or a related field.Experience working within one or several human service agencies or human services non-profit organizations.Considerable knowledge of, and five years of experience with governmental financial management, including audit response, quantitative analysis, and managing multiple funding streams.Three years managing a large complex governmental budget, including two years of supervisory experience.Demonstrated ability to work collaboratively.Demonstrated ability to work with and review details, and ability to effectively synthesize information for appropriate audiences.Experience with researching, preparing, and presenting reports to senior managers, and/or various committees, boards, and commissions.Considerable experience Microsoft Office Suite, including high level of proficiency with Microsoft Excel to analyze and manipulate data.Experience with the County s FOCUS system for financial management and processing (or Oracle or similar Enterprise Resource Management System).PHYSICAL REQUIREMENTS:This position requires use of a computer. The work is generally sedentary and is usually performed in an office environment. The employee is required to attend occasional daytime and/or evening meetings off-site and occasionally to make presentations.
