About the Position:

TJFACT is seeking a well-qualified Program Manager to join our team to support our Department of State (DOS) client.

The Program Manager will manage all aspects of a project/program.The Program Manager (PM) will be responsible for the personnel and their performance, cost control, quality control, and overall ensuring contract performance compliance. The PM will formulate, plan, organize and execute contract related activities that meet the goals and objectives of the Program.

Duties and Responsibilities:

  • Serves as the primary customer point of contact for execution of assigned customer contract(s) and related projects.
  • Performs as the direct interface for customer personnel relative to execution of new and existing contracts/orders and management of any customer issues.
  • Plans, analyzes, evaluates, and manages the Program(s) and the work.
  • Supervises, coordinates work schedules, resolves issues, and ensures high-quality, compliant performance of all tasks by personnel working on the contract, to include in multiple locations.
  • Ensures program/project deliverables are compliant with contractual requirements and regulations, including monthly status reports, monthly Program Management Reviews, and ad hoc reports.
  • Provides program and related performance process improvements through the Quality Control Plan and other policies and procedures.
  • Provides and gathers required information to assist with Program assessment, reporting, and recommendations for improvement.
  • Provides timely and effective conflict and issue resolution.
  • Proactively manages changes in program scope or requirements, identify potential issues, and devise contingency plans.
  • Effectively resolves and responds to issues directly with other company partners and the Government.
  • Support company business development efforts from beginning to end, overseeing quality control throughout program lifecycle.
  • Ensure Project files are created and maintained to establish and record key information and events relating to individual projects and requirements.
  • Performs other duties as needed.
Required Qualifications:
  • Possess at minimum a Bachelor's degree in a relevant field of study (i.e. business administration, program management) and at least five (5) years of experience relevant to personnel and program management.
  • Minimum of three (3) years of experience managing Government and/or military personnel and programs on contracts.
  • Minimum of three (3) years of experience managing mid to large-sized teams that are geographically dispersed.
  • Demonstrated work experience with the Department of State (DOS).
  • Excellent and effective oral and written communication, presentation, and analytical and problem-solving skills.
  • Requires strong customer relationship skills and customer focus, including the ability to maintain high customer satisfaction while also ensuring all company goals and objectives are met.
  • Ability to communicate and interact clearly and meaningfully with company leadership, peers, contracting personnel, stakeholders, other agencies, partner companies, and vendors.
  • Ability to prioritize multiple tasks with competing priorities.
  • Excellent problem-solving ability with experience coaching, training, and disciplining employees.
  • Knowledge, understanding and experience of how to work with, support and leverage corporate staff and functions.
  • Proficient in Microsoft Word, Excel, PowerPoint, and Outlook.
  • Must be able to read, write and speak fluent English.
Preferred Qualifications:
  • Project Management Certification (PMP), highly preferred.
  • Previous contracts or specific program management experience working directly with the Department of State (DOS), highly preferred.
