Job description

Summary

As Chief of Staff, you will provide authoritative administrative, advice, guidance and assistance to the Assistant Commissioner, Deputy Assistant Commissioner and the staff of the business line.

Location of position: Office of Project Delivery

We are currently filling one vacancy, but additional vacancies may be filled as needed.

Duties
  • Oversees the business line budget. Utilizes an expert knowledge of budget position, budget variances, project spending as well as considers other budgetary priorities and commitments during each fiscal year. Coordinates and oversees high level contractual requirements for business line contracts, including preparation of annual contracting requirements and spending prioritizations.
  • Coordinates development of and monitors the office's strategic plans and performance measures to ensure staff is on track with management goals. Responds to high level requests and ensures the implementation of related milestones, projects and initiatives. Plans and organizes high level staff projects as needed.
  • Establishes high level administrative guidelines, standards, and protocols for the office. Provides technical advice and administrative guidance and instructions regarding objectives, policies, procedures, problem resolution and coordination of administrative activities.
  • Plans and organizes high level staff projects as needed. Carries out special assignments for the Assistant and Deputy Assistant Commissioner which may arise from new or proposed legislation, changes in program emphasis, emergencies and other matters affecting the management, functions and activities of PBS, and which may result in organizational changes.
  • Evaluates organizational effectiveness and structure including workload and staffing analyses, communication flow, employee morale, productivity and working relationships, and recommends appropriate changes in organizational structure, functions and/or delegation of authority for PBS administrative functions.

The GS-14 salary range starts at $ 133,395 per year.

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. Specialized experience is providing technical guidance to staff and representing executives, directors and other management officials at high level technical meetings and engagements; and utilizing data and insights to inform key business decisions and provide strategic guidance.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

  • Knowledge of budgeting regulations, guidelines and process.
  • Knowledge of GSA/PBS programs and pertinent issues in designated PBS program areas, in order to make recommendations that may change policies or improve operations of PBS.
  • Expert analytical skills to apply a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness.
  • Knowledge of current policies, problems in order to recommend possible solutions or alternative actions to the Assistant Commissioner.
  • Ability to communicate orally in order to establish and maintain effective working relationships.
