Mercer is seeking candidates for the following position. We are looking for an individual to join our Mercer Government Human Services Consulting (GHSC) team who is a policy specialist in Medicaid managed care. We are seeking individuals with expertise in how federal Medicaid rules and waivers can be applied to advance state Medicaid program goals.Candidates can be remote or hybrid-based, depending on proximity to one or our Mercer offices.Senior Government Consultant Medicaid Policy and State OperationsWhat can you expect?The Senior Government Consultant will participate in and help lead projects with Mercer Government s clientsOur clients are primarily State Medicaid and Children s Health Insurance Program (CHIP) agencies and related agencies responsible for Medicaid and CHIP fee-for-service and managed care programsResponsibilities of this role include providing Medicaid and CHIP policy options and operational expertise, project management, team management, client management and business developmentWhat is in it for you?Work as part of multi-disciplinary teams across multiple Medicaid and CHIP programsHelp support vulnerable populations through the development of meaningful programs Work for a global company with excellent benefits and a dynamic culture Excellent growth/advancement opportunity and strong peer supportWe will count on you to:Be viewed by state clients as a specialist in Medicaid managed care policy, including payment policy and/orMedicaid waivers. Participate as a team member and help lead projects to help states develop, implement and improve their Medicaid and CHIP programs.Develop innovative strategies to resolve complex issues where policy guidance is still unclear and policy solutions require deeper analysis.Consider the implication of policy, legal, political or other changes on the operation of a state s Medicaid program.Communicate results and facilitate discussions with clients and other stakeholders as needed to help clients develop their desired policy options.Develop policy summaries on legislation, regulations and Medicaid authorities.Coordinate projects and resources to support Medicaid policy research, program development, and implementation of Medicaid initiatives.What you need to have: Master s degree in health policy, public policy, health management, public health or related field Minimum 7+ years of relevant experience required Demonstrated experience in application of Medicaid managed care rules and the authorities to waive these rules Demonstrated experience in successfully managing complex projects and navigating challenging policy topicsExcellent project management and interpersonal skillsCommitment to work within a teamStrong written and oral communication skills, as well as presenting information to clients/groupsComfortable working in a fast-paced environment and managing multiple project deadlinesWhat makes you stand out?Policy expertise in Medicaid managed care payment, directed payments, and value-based payment designExpertise with managed care procurement and readiness reviewsExperience with parity compliance analysesExperience working within a State Medicaid or other state agency responsible for managing public health care servicesExperience working within a Managed Care OrganizationExperience with 1115 demonstration waivers, including with recent innovative waivers focused on health related social needs and justice-involved populations.Experience with CMS, either through employment or direct interaction (e.g., waiver negotiation)Experience working with Medicaid actuariesApplication deadline: April 19, 2024Mercer believes in building brighter futures by redefining the world of work, reshaping retirement and investment outcomes, and unlocking real health and well-being. All Marsh McLennan colleagues are expected to be in their local office or working onsite with clients at least three days per week. Office-based teams will identify at least one anchor day per week on which their full team will be together in person.The applicable base salary range for this role is $83,500 to $167,000.The base pay offered will be determined on factors such as experience, skills, training, location, certifications, education, and any applicable minimum wage requirements. Decisions will be determined on a case-by-case basis.
