Responsibilities and minimum requirements for this position are provided below.As prescribed by the client's Agency Safety Plan, the Project Manager - Safety, leads the implementation of departmental safety risk management processes, and supports implementation of safety policy, safety assurance activities, and safety promotion within the department. The PM leads the local and department safety committees and executes tasks and deliverables in support of the departments safety risk management business processes. The PM plays a critical role in implementing a Safety Management System (SMS), and reports directly to the departmental Project Manager accountable for managing safety risk. The PM works directly with Safety Risk Management Specialists, to ensure the efficient movement of safety risk information throughout the organization. The PM may lead or direct the proactive identification, assessment and mitigation of safety risks, and may lead or direct the implementation of safety programs, and may conduct or direct safety inspections and internal assessments. The PM reviews accidents/incidents and other safety data daily, partners with department leadership and safety committees and makes recommendations to address/resolve unsafe behaviors and workplace conditions and reduce risk to its lowest practicable level.

Responsibilities:Supervise a team of Department Safety Risk Coordinators and provide day-to-day guidance and direction to address and mitigate hazards and risk within the departmentLead the implementation and sustainment of Safety Risk Management, as described in the Agency Safety Plan (ASP), resulting in the proactive identification, assessment, and mitigation of safety risksLead and support the identification, documentation, and assessment of safety risks. Is accountable for the appropriate escalation of safety risks for mitigationPerform direct oversight and monitoring, as described in the Agency Safety Plan (ASP), to verify risk mitigations are being followed (compliance) and working as intended (effectiveness)Ensure that all safety-related corrective action plans and mitigations are managed and addressed in coordination with senior leadership, driving them to completionServe as a project manager for assigned departmental safety related projectsAssist the Accountable Executive or Chief Safety Officer (SMS Executive) in developing, implementing, and operating the agency s SMS, as directedConsult with and advise the accountable leadership on the development of annual safety goals and objectives for their department/office in accordance with CAP requirementsOther Functions:Lead their Department Safety Working Group Committees, and ensure that hazards and risks brought forth are tracked and mitigatedMonitor and ensure safety incident investigations are thorough and completed per policyMonitor the safety risk submissions for leading indicators of potential hazards, if applicableAssist in maintaining documentation associated with the Agency s SMS and report on SMS-related activities at all respective STAT meetings (for COO offices)Work with the department of Safety to coordinate the mitigation of risks across departments. Act as the primary liaison for addressing safety findings, and the development of preventive and corrective actionsDevelop and sustain safety-related communication plans for staff, leadership and the executive team to be delivered on a regular schedule. Coordinate how safety related news will be communicated to staff. Brief, as necessary, senior staff and help to answer any questions staff might have.Provides an oversight function to ensure that the department is actively working to correct deficiencies identified by safety assessments, ensuring risks are being mitigated and managed to protect employee and customer safetyRegularly directs and performs targeted internal assessments to verify the effectiveness of mitigations and identify areas for continuous improvement in the departmentQualifications:Bachelor's degree in a related fieldMinimum 8-10 years of experience as a project manager specializing in safety management and risk preventionWorking knowledge of rail, transit, transportation and related industriesExcellent verbal and written communication skillsEquality, diversity and inclusionWe put equality, diversity and inclusion at the heart of our business, seeking to promote fair employment procedures and practices to ensure equal opportunities for all.
