The Community Outreach Manager (African Community Liaison) will be working with a team under the supervision of the Director of the Office of Community Partnerships within the Community Engagement Cluster.

NOTE: This is to be a half-time merit-based position with benefits. The term will expire on December 31, 2026.Continued employment in this position beyond December 31, 2026, will be contingent upon action by the County Executive elected on November 4, 2026.

Hourly rate:$41.12 - $66.60

The areas of responsibility include but are not limited to the following:
  • Assessing the needs, issues, and concerns of the residents of Montgomery County with special emphasis on African communities.
  • Planning and facilitating cultural programs and events highlighting the diversity of Montgomery County.
  • Facilitating the coordination of government service delivery systems to individuals and organizations in Montgomery County with emphasis on African communities.
  • Staffing the African Advisory Group meetings.
  • Preparing written documentation for public speaking engagements for the County Executive, Chief Administrative Officer, and members of the senior management team.
  • Developing and maintaining a close working relationship with County government personnel to ensure enhanced cooperation and effective working relationships, support systems, and information exchange while helping to build the cultural competence of County government personnel.
  • Reviewing community event invitations and providing written recommendations to the senior management team.
  • Participating in community events as a speaker, presenter or guest on behalf of the Office of the Community Partnerships and the County Executive.
  • Working with stakeholders to design and implement education and outreach campaigns to African communities.
  • Working closely with the Office of Community Partnerships' African American and Caribbean American Advisory Groups and Community Liaisons to collaborate on cross-cutting Black community issues such as health, youth, workforce development, budget and policy matters.
  • Serve as liaison between Office of Community Partnerships and key departments such as the Office of Racial Equity & Social Justice and HHS' African American Health Initiative.
  • Working with the Language Access Manager, County department representatives and other members of the Office of Community Partnerships team to facilitate the implementation and compliance requirements related to Limited English Proficiency (LEP) policies and/or procedures for French and Amharic speakers.
  • Working with stakeholders to design and implement education and outreach campaigns around the Census and other interest areas as needed such as legal, immigration and citizenship.
  • Partnering with the staff at the Gilchrist Immigrant Resource Center to help ensure that each major region of the county has the full range of citizenship, language, computer, job skills and financial literacy classes and programs needed to give immigrants an opportunity to thrive in our community.
  • Supporting Montgomery County's Sister City partnership with Gondar, Ethiopia

For Advanced proficiency, the candidate must also pass an examination requiring translating text from French or Amharic to English and vice versa.

This position requires the ability to work some evenings and weekends.This position requires the ability to attend meetings or perform work at locations outside the office.

Minimum Qualifications

Experience:Extensive (seven (7) years) professional administrative experience in the area of public relations or program management in delivering services to diverse communities.

Education:Graduation from an accredited college or university with a Bachelor's Degree in Public or Business Administration, or related fields.

Equivalency:An equivalent combination of experience and education may be substituted

Preferred Criteria

The applications of those individuals meeting the minimum qualifications will be placed on the eligible list as qualified.Preference for interview will be given to candidates with the experience below:
  1. Extensive knowledge of and experience working with African communities.
  2. Experience working with people of diverse racial, ethnic, cultural, and religious backgrounds.
  3. Experience analyzing community problems and developing sound and appropriate recommendations.
  4. Experience working with community groups and other public, private, and faith-based organizations.
  5. Experience implementing management and programmatic policies and strategies.
  6. Experience in collaborative problem-solving and building community partnerships.
  7. Experience providing oral communication (such as giving presentations, speaking to the public in large groups, training, etc.), and written communication (such as reports, proposals, site plans, etc.).

Candidates selected for interview may be required to submit a writing sample.
