Job description

NCQA is hiring a Data Scientist III to lead and support analysis to improve the quality of health care through measurement and collaborate on presenting results based on large health care databases. The ideal candidate will bring their passion for solving dynamic data problems to their work, be willing and eager to employ creative solutions to complicated analytic puzzles, assess data science needs for the company. Must be able to work independently on multiple projects in coordination with other internal and external project team members, and function as a team leader for medium and large analytic projects. Must also enjoy working in a team and mentoring junior staff to take on increasingly complex projects, and hand off lighter tasks to team members to help manage budgets.

Responsibilities:

  • Programming and Quality Assurance: Conducts programming tasks and statistical analysis including preparation and cleaning of data, implementation and refinement of statistical methods, preparation of formatted tables of results, creation of databases and other outputs, and verification of the accuracy of results. Participates in quality assurance processes and reviews code. Completes all documentation and follows department standardized processes. Can code at an expert level in applications such as SAS or R.Delivers products according to project timelines.
  • Data: Knowledgeable about claims and/or Electronic Health Record data sources. Looks at the data from different angles and recommend the best possible way to analyze it. Spots trends and patterns. Identifies data available for future work and proposal development while communicating data limitations. Supports and mentors less experienced staff on data analysis.
  • Analysis Planning and Execution: Supports the development of NCQA's research and performance measurement activities. Functions as a team leader for medium and large analytic projects and works independently on less complex projects. Analyzes a diverse range of issues that are complex or strategic in nature, opportunities or problems that present complex or significant variables and may be outside the scope of past precedent. Demonstrates in-depth understanding of projects, research questions, hypotheses, and methodology.Probes customer for information about underlying issues and needs; advises on research design, research question, methods, and data sources; provides alternative approaches and solutions to unique problems. Manages client expectations, understands level of effort, anticipates barriers and anticipates follow on analysis needs. Prepares analysis reports to contribute to contract deliverables and support internal knowledge management.
  • Technical Expertise: Develop content expertise and provide analytic support for NCQA programs and high priority strategic projects such HEDIS, HPA/HPR, CMS GMAP, new product development, Digital Content Services (DCS), Electronic Clinical Data Systems (ECDS), Health Equity, digital strategy, Risk Adjustment, CAHPS and HOS surveys and response rate improvement, Pay for Performance programs etc., and other contract/grant activities. Applies industry standard knowledge of design, methods, statistics, visualization, and other tools to work on complex analytic problems. Advises proposal teams on research design, methods, and data sources.
  • Thought Leadership: Present analytic results orally and in writing to customers and other researchers incorporating descriptions of methods, relevant literature, and other background material to provide context for the results. Takes leadership role in translation/interpretation of results; interprets and frames results to drive decision-making. Support less experienced team members in their growth and learning.
Requirements:
  • Master's degree with experience in health services research, applied statistics, social sciences, or a combination of education and experience which demonstrates the necessary skills and abilities required for the position.
  • Strong programming skills in SAS or R required.
  • 5+ years experience analyzing large datasets, particularly health-related data including claims data.
  • Knowledge of word processing, presentation, spreadsheet and database applications.
  • Skilled at developing and applying univariate and multivariate modeling techniques, hypothesis testing.
Compensation & Benefits:
  • For new hires, this position pays in the range of $120K - $130K per year, depending on experience.
  • This position is eligible for an annual incentive bonus, payable in accordance with policy.
