Salary RANGE: $57,837.00 - $85,656.00 Annually

EDUCATION ACCREDITATION: Applicant's education must be obtained from an accredited institution. Education credentials obtained out of the US must be evaluated for US equivalency. Evaluation agencies information may be obtained at www.naces.org.

ELIGIBILITY: Qualified candidates will be considered for vacancies as they arise, for a period of at least six months. The decision of the Director of Human Resources with respect to acceptable minimum qualifications is final.

CRIMINAL BACKGROUND CHECK: Eligible candidates under final consideration for appointment to this position identified as positions of trust will be required to authorize the release of and successfully complete a Fingerprint check.

PROBATION: All persons, including current City employees, selected from this position will be on probation for 6 months.

CLASS DESCRIPTION

A Paramedic NRP provides emergency medical treatment at the scene of an accident or illness and transports sick and injured persons to medical facilities. The Paramedic NRP also analyzes and takes command of patient care with full responsibility for the patient until relieved by proper medical staff. Work of this class involves leading other Fire and EMS employees but does not involve full supervisory duties or responsibilities.

Incumbents receive on scene supervision from an EMS officer and medical direction from an online physician. Employees in this class work rotating shifts including nights, weekends, and holidays. Work is performed at the scene of medical emergencies, major traffic and other accidents, natural and man-made disasters where there is exposure to hazardous situations and emotionally traumatic events. Work requires strenuous physical activity such as lifting, climbing, and bending.

SELECTION PROCESS

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

On or before the date of filing the application, each candidate must:

EDUCATION: Have graduated from an accredited high school or possession of a GED certificate on or before the date of the structured interview.

Candidates for positions in this class must be 18 years of age and a United States Citizen or a Resident Alien at the time of application.

LICENSES, REGISTRATIONS AND CERTIFICATES:

Have a valid Maryland Class C Non-Commercial driver's license or an equivalent driver's license and eligible to obtain a Baltimore City's driver's permit.

Have a current Advanced Life Support Certification as a Paramedic from the National Registry of Emergency Medical Technicians (Paramedic NRP).

OR

Have a current Licensure as a Cardiac Rescue Technician (CRT) or Paramedic from the Maryland Institute for Emergency Medical Services Systems (MIEMSS).

NOTE: ALL LICENSES AND CERTIFICATIONS MUST BE ATTACHED TO THE APPLICATION FOR CONSIDERATION.

REQUIRED KNOWLEDGES, SKILLS AND ABILITIES

* Knowledge of basic and advanced life support emergency medical techniques and equipment.

* Knowledge of intravenous therapy, electrocardiogram acquisition and interpretation, cardiac defibrillation procedures and the administration of specified medications.

* Knowledge of ambulance service regulations and procedures.

* Ability to drive an ambulance and emergency equipment, and to ensure that they are maintained in serviceable condition.

* Ability to follow written and oral directions and the orders of superiors.

* Ability to establish and maintain effective professional relationships with peers and the public particularly under stressful situations.

* Ability to work effectively as a member of a team.

* Ability to communicate effectively.

* Ability to learn and perform firefighting and rescue techniques.

* Ability to respond quickly and appropriately under stressful and emergency conditions.

* Ability to analyze emergency situations and to select effective courses of action, giving regard to surrounding hazards and circumstances.

* Ability to engage in strenuous physical effort for prolonged periods as required.

* Ability to compose narratives, and reports, and complete forms clearly, legibly, and accurately.

* Ability to learn, comprehend and use basic computer commands.

PHYSICAL AND MEDICAL STANDARDS

Candidates for positions in this class will be required to pass a physical ability test as required by the City of Baltimore.

Candidates for positions in this class must meet National Fire Protection Association (NFPA) Standard 1582, including being tobacco free upon appointment and throughout their length of service in the Baltimore City Fire Department.

NOTE: Employees will be required to obtain training from the Baltimore City Fire Training Academy and must obtain and maintain certification in the following:

a. Maryland Fire Service Professional Qualification Board Firefighter I certification.

b. Maryland Fire Service Professional Qualification Board Responders to Hazardous

Material Operations certification

c. Employees must obtain a Maryland Paramedic License from Maryland Institute for

Emergency Medical Services Systems (MIEMSS) by completion of the Academy.

NOTE: Candidates who are under final consideration for appointment will be required to authorize the release of criminal conviction information and submit to and pass drug and alcohol testing

NOTE: Employees must successfully complete a Maryland Fire and Rescue Institute (MFRI) Emergency Vehicle Operator Course (EVOC), and Defensive Driving Course, or an equivalent course acceptable to the Office of Risk Management and the Maryland Department of Motor Vehicles.

NOTE: Employees of the Baltimore City Fire Department must hold and maintain licenses and certifications in all of the above as a condition of employment. Employees must successfully complete any additional educational courses and skills competency evaluations required by the Maryland Institute for Emergency Medical Services Systems (MIEMSS), National Registry of Emergency Medical Technicians (NREMT), Maryland Fire Rescue Institute (MFRI) and/or Baltimore City Fire Department (BCFD). In the event of changes in the standards, certification, or licensure requirements in any of the above, the employee is required to maintain the equivalent certification or licensure to continue employment with the Baltimore City Fire Department.

NOTE: Current Baltimore City Fire Department employees who are promoted into this job classification are required to possess a valid Baltimore City Driver's Permit.
