Job description

Subject position is a Highly Qualified Expert: An individual who possesses expertise or recognized knowledge, skills, and experience in an occupational field. An HQE may have substantive experience or education in a variety of occupational fields such as soft and hard sciences, engineering, technology, human resources, business, transformation, education, medicine, languages, and logistics but is generally credentialed or has proven ability in a particular field or fields. HQEs may be hired to mentor, lead, oversee, direct, manage, and or consult on DoD programs and initiatives, including high profile and fast track assignments.

***NOTE:

Term of appointment: Individuals employed as HQEs will be given Excepted Not to Exceed appointments (up to five years) based on legal authority.

Pay Setting Upon Appointment: Compensation for HQE will reflect the salary paid in the labor market for comparable positions, considering such factors as applicant s skills, professional and educations accomplishments, and the complexity of the work the applicant is asked to perform. Basic pay will be within the range of GS-15, step 1 up to the limit of Level IV of the Executive Schedule.

BASIC DUTIES AND RESPONSIBILITIES:

Position Description:

Independently assess audit remediation strategies and dependencies for Property, Plant and Equipment (PP&E) material weakness. Advise senior leadership across all agency business processes that require collaboration and produce, manage, and report agency financial information with focus on the internal controls over financial reporting and internal controls over financial systems (including financial management, IT, contracting, program management, property administration, and others.) Assess, advise, and implement change for Agency strategies that improve policy and governance of these business areas.

Evaluate all NGA material weakness corrective action remediation strategies to ensure they address dependencies for Procure to Pay (P2P) and Acquire to Retire (A2R) processes for PP&E. Address root cause issues, significant milestone and critical path for progress against detailed overarching audit schedule. Collaborate with appropriate stakeholders to identify a strategy and critical path to maximize use of NGA s resident financial management system capabilities to implement system controls and/or replace manual controls, processes, and legacy tools.

The PP&E financial statement audit HQE will assess NGA s current corrective action plans to determine adequacy of addressing root causes, identify any dependencies and review for efficiency and sustainability over the long term to meet the Agency s audit goals. The deliverables include a risk assessment of current plans, an assessment of current plan dependencies and timelines, recommendations for alternate approaches, and identifying associated resource requirements.

The HQE will also assess established standards and policies for all resource management areas with focus on the procurement, financial execution, and property accountability areas. Ensures management policies accomplish NGA goals for current and future resource management compliance. Evaluates progress of organizations and programs in achieving goals and

objectives. Advises the agency senior audit committee and service providers on actions critical to supporting the financial statements audit. Coordinates the work of assigned and contracted specialists supporting planning, systems analysis, and development of audit-related concepts.

Ensures NGA creates internal control initiatives/procedures and processes where needed. Develops and executes control creation strategies which eliminate control gaps and mitigate high risks.

Advises and supports recruitment, development and retention of a high-quality work force to enable sound business performance. Establishes and maintains effective lines of communication and a positive work environment.

QUALIFICATIONS:

  • Proven results managing Property Plant & Equipment (PP&E) when it comprises more than 55% of a large enterprise organization s budget
  • Proven record of developing internal audit goals and objectives and ensuring they are aligned with strategic goals of the organization.
  • Extensive experience for establishing and reviewing internal audit plans, monitoring an integrated master schedule and ensuring that internal audit goals and objectives are met.
  • Extensive experience with the entire financial statement audit process to include PP&E and the dependencies for auditability, and proven experience driving major change in an organization
  • Independently identify financial statement audit issues and provide recommendations for corrective controls to senior management regarding the accuracy and integrity of financial statements
  • Experience with compliance assessments (financial statements, financial information, and internal controls)

Security Clearance and Access Level: This position requires access to classified Defense Department and Intelligence Community information. The individual selected must already possess, or be immediately eligible for, a TOP SECRET security clearance and access to Sensitive Compartmented Information. U.S. citizenship is required for the granting of a security clearance.

Specialized Experience: This position requires an educational background to include a Master s degree, demonstrated leadership experience and ability in an FM-related field, DoD FM Certification and/or Certified Public Accountant (CPA) certification.

Evaluation Methods:
Applicants will be evaluated based on job-related criteria identified under the Qualification Requirements by a screening panel of representatives with functional backgrounds relevant to this position. Interviews may be conducted.

Selection Requirements:

  1. This position is for a Highly Qualified Expert (HQE), applicants must be from outside the civil service and uniformed services

  1. Employment is subject to requirements of the NGA Drug Testing Program.
  2. Successful completion of a polygraph examination is required for employment by NGA.
  3. This position is covered under the Ethics in Government Act of 1978 (P.L. 95-521). Incumbent will be required to file an Executive Personnel Financial Disclosure Report (SF-278) with the NGA Office of General Counsel.

  1. Permanent Change of Station (PCS). Travel/Transportation expenses are not authorized.
