Duties

This is an open continuous vacancy announcement and applications will be referred when vacancies occur until September 30, 2024. This announcement is intended as a mechanism of providing consideration for the greatest number of potential candidates. The Federal Housing Finance Agency will accept applications for positions in a variety of examination areas, which may include capital markets, credit risk, governance, IT/Cybersecurity, market risk, modeling, operational risk, and training.

Capital Markets: Risk management; monitors emerging risks, industry trends and macroeconomic market conditions to inform risk assessments and adjust supervisory strategies.

Credit Risks: Risk management; single family and multi-family credit risk; counterparty credit risks associated with bank and nonbank sellers and servicers of mortgages, mortgage insurers, and other key business partners; and Private Mortgage Insurance Eligibility Requirements (PMIERs).

Governance: Risk management processes; enterprise-wide risk management; compliance; board and senior management oversight; risk appetite framework; governance and organizational structure; internal controls; internal audit; risk reporting and standards.

IT/Cybersecurity: Risk management; information technology (IT); data management; fraud risk management; business continuity planning; operational risk aspects of counterparty risk management, vendor risk management, and cyber risk management.

Market Risks: Risk management; market, interest, and liquidity risk; balance sheets and other financial statements; and call report schedules.

Modeling: Develop Enterprise model risk data reporting schedules; performs off-site data review and analysis of model risk and may participate in Enterprise examination activities in their assigned risk areas; and planning, organizing, and completing supervisory work of the GSEs' model risk.

Operational Risks: Risk management; information technology (IT); data management; fraud risk management; business continuity planning; operational risk aspects of counterparty risk management, vendor risk management, and cyber risk management.

Training: Identifying examiner training needs; designing, developing, and executing instruction; and administering training programs.

Qualifications

Qualifications must be met by established cut-off dates, the initial cut-off date for first applicant consideration is December 28, 2023, 11:59 pm EST. To qualify for this position prospective candidates must have met the educational and/or specialized experience requirements consistent with FHFA and the OPM qualification standards applicable to the position being filled.

Qualification Requirements for Examiners: . In addition to meeting the basic education or experience requirements, you must possess the required specialized experience, education, or combination of experience and education as identified in the for Administrative & Management positions.

Grade Differential: Each grade level of the position performs a wide range of tasks similar to those described in the listing of functional area duties and responsibilities.

EL- 9; Education or Experience: The employee will be provided with assignments that align with their current level of technical knowledge and skills. The work will be a mix of productive tasks and limited training. Moderate supervision will be provided, with regular check-ins and occasional review of the work performed.

EL-11; Education or Experience: The employee will receive assignments that require a solid foundation of technical knowledge and skills. The work will involve a balance between productive tasks and ongoing training opportunities. Supervision received at this level will be less frequent, with periodic check-ins and reviews of the work performed.

EL-12; Experience: The employee will be given assignments that require a comprehensive understanding of technical knowledge and skills. The work will involve a mix of productive tasks and ongoing training opportunities. Supervision received at this level will be less frequent, with periodic check-ins and reviews of the work performed.

EL-13; Experience: The employee will receive assignments that build upon their existing technical knowledge and skills. The work will involve a balance between productive tasks and ongoing training opportunities. Supervision received at this level will be less frequent, with periodic check-ins and reviews of the work performed.

EL-14; Experience: The employee will be assigned complex and challenging work that requires advanced technical knowledge and skills. The assignments will involve a significant amount of independent judgment and decision-making. The employee will be expected to take on a leadership role, providing guidance and mentoring to lower-level staff. Supervision received at this level will be minimal, with occasional check-ins and review of the work performed. The employee will be responsible for managing their own workload and delivering high-quality results.
