Job description

The Department of State's Bureau of International Narcotics and Law Enforcement Affairs (INL) is implementing an International Police Peacekeeping Operations Support (IPPOS) program. The goal of this program is to improve the capacity of partner countries to generate, train, deploy, and lead effective police officers and units in UN Peacekeeping missions by providing capacity-building support and specialized training.

Sincerus Global Solutions is seeking a Program Manager (PM) in support of INL's IPPOS program. This position is based in Washington DC. The PM will ensure program implementation of IPPOS task orders meets objectives, stays within budget, and addresses all performance issues. This position will require frequent travel, including to countries with security challenging conditions. The PM will also be the primary point of contact with the DoS for all matters concerning the IPPOS program.

The PM must possess demonstrated knowledge and experience in law enforcement, peacekeeping operations, capacity building, operating in foreign countries (including developing contexts), and the management of large government programs.

Specific duties include:

  • Lead the development of an implementation strategy which is effective and achieves program objectives while remaining cost effective and feasible. This includes
    • Developing necessary workplans which are feasible and can guide program management
    • Create a monitoring and evaluation system to ensure there are metrics and indicators measuring progress towards IPPOS and task order objectives. Identify reflection mechanisms to utilize this data effectively.
    • Conduct any research and analysis relevant to inform operational planning, including to review performance metrics or develop an understanding of contextual factors which influence or impact implementation.
  • Oversee all personnel management at Sincerus related to the IPPOS program. This includes:
    • Hiring, vetting, and onboarding staff for all IPPOS task orders. Lead any training or standard setting for new hires.
    • Managing employee performance, including performance reviews and monitors, communicating and monitoring standards, taking course correction adjustments where necessary, and ensuring all personnel behavior is compliant and reflects well on Sincerus and the USG.
    • Maintaining a positive work culture of achievement, innovation, and ethics.
  • Function as the primary communication point between Sincerus and INL. Including:
    • Coordinating with INL and any designated representatives.
    • Ensure all program reporting to the US government on activity implementation and progress towards objectives is clear, comprehensive, and accurate.
  • Manage, supervise, and oversee all project related activities and responsibilities including:
    • Leading international Sincerus coordination across all task orders to ensure completion of objectives.
    • Establishing processes and systems for overseeing completion of activities
    • Management of the pre-approved budget.

Mandatory Qualifications

  • A bachelor's degree in Public Administration, Business, International Relations, National Security, or a related field of studies;
  • At least ten years of relevant professional experience, such as in law enforcement, capacity building, government, or related sectors;
  • At least five years of managing overseas contracts and programs;
  • Experience and demonstrated knowledge, skills, and ability to manage programs, including budgets, workplans, and personnel.
  • Demonstrated experience in working with monitoring and evaluation best practices;
  • Experience managing teams;
  • Very strong communication skills;
  • Experience living and working abroad;
  • Ability to receive and maintain a Moderate Risk Public Trust (MRPT) certification.

Preferred Qualifications

  • Experience with peacekeeping and/or international criminal justice sector reform
  • Experience living and working abroad in developing or austere contexts;
  • A graduate degree in a relevant field
  • Foreign language skills
