Position Description
EnCompass LLC is seeking a Project Manager II to support efficient, effective, and compliant implementation of various USAID acquisition activities. The Project Manager II will provide management and operational support to one or more assigned activities by implementing organizational budget and project management frameworks and processes, applying lessons learned, and improving teams' performance using EnCompass procedures, systems, tools, and resources. The Project Manager II will work closely with the project lead, as well as with the Project Operations and Management Function (POM), the Finance, Contracts, and Talent Management offices, and other company teams. This individual will ensure efficiencies and support the activity technical team so they can deliver high-level results (i.e., project deliverables) within the project's budget, scope, schedule, and quality standards.

This is a full-time position located at the EnCompass principal office in Silver Spring, Maryland, and follows the EnCompass flexible hybrid work model with split time between telework and the office.

Position Duties and Responsibilities
Essential functions:

  • Develop and maintain, in collaboration with project leadership and operations, project operations and management standards and procedures related to contracts management, financial management, talent management, travel and logistics management, asset and resource management, knowledge and data management, and quality assurance management in line with EnCompass policies and procedures
  • Ensure the project team implements or appropriately adapts project operations and management standards and procedures in project setup, implementation, and closure, in compliance with client contract requirements and EnCompass policies and standards
  • Mentor and oversee assigned project coordinators and assistants in the effective and efficient implementation of POM functions, standards, and processes
  • Directly implement POM functions for the assigned project(s), with guidance from the POM Project Manager
  • Resolve project management issues that have been escalated
Budgets/Finance/Contracts:
  • Effectively manage all aspects of financial monitoring and reporting for the assigned project(s)
  • Oversee projections, monitoring, and analysis of project burn rate and profitability, including level of effort burn, obligated funds, subcontractors' costs, expense reports, deliverables, etc. to ensure profitability, contract compliance, and alignment to company policies and procedures
  • Review and determine causes for variances to the budget and ensure that the Project Lead and Corporate Officer are aware of the status of budget, contractual performance, and any financial risks
  • Work closely with Project Leads and finance and contracts teams on preparation of budget realignments, contract modifications, and subcontract modifications
  • Manage preparation of cost buildup for on-demand activities, tasks, or other client buy-in request
  • Contribute to meeting project revenue and profit goals by advising on approaches and solutions to increase operational effectiveness and efficiencies
  • Lead or supervise project operations and administrative staff (both based at the Home Office or in country offices) in consultant services and vendor procurement processes for routine activity support functions
  • Manage project administrative and logistical tasks, including review of consultant agreements and purchase orders, review of invoices, overseeing of travel and procurement
  • Collaborate with Talent Acquisition team to recruit project staff and engage consultants, including preparing job description, conducting interviews with candidates, and onboarding new hires; may serve as Hiring Manager
  • Work with the EnCompass company operations (Contract, Finance, Talent Acquisition, Communications, IT, etc.) teams to streamline and improve operating procedures for project management
Project Management Leadership:
  • Work closely with the project lead on monitoring of contract performance, including: quality of service and products, timeliness, cost control, general management, responsiveness, subcontractor management, key personnel, regulatory compliance
  • Lead project startup and closeout for all assigned projects (U.S. and country-based). For country-based projects, support sourcing and 'make ready' of in-country office space, recruiting and onboarding country teams, and mobilizing expatriate staff and consultants.
  • Identify, develop, and support appropriate adaptation of project-specific checklists/processes/tracking tools/templates related to start-up, implementation, and close-out processes in compliance with contract requirements and EnCompass procedures
  • Collaborate with the project lead to identify, track, and communicate program/project issues and risks, and advise on mitigation plans
  • Mentor team members on project management and operational practices
  • Manage POM support for project implementation tasks such as developing work plan, staffing, training, procurement plans, quality control plan, communication plan, risk management plan, project reviews, and project progress reports throughout the project life-cycle
  • Conduct quality control reviews and ensure project milestones and deadlines are met, revising activities, timing, and resources, as needed, in response to shifting client deadlines and ad hoc requests
  • Ensure that standard program reporting tasks are submitted in a compliant and timely manner
  • Routinely present updates on relevant management items to project leadership
  • Engage in relationship management with clients
Event Management
  • Manage in-person events and meetings. Duties include:
    • Collaborate with client and internal planning teams to determine event needs
    • Initiates and facilitates venue and catering procurement processes ensuring that procurements are done in accordance with client and company procurement policies
    • Manage and advise on event planning timeline, including onsite event management
    • Work with team to coordinate services for in-person events such as accommodation and transportation for participants, signage and displays, A/V needs, accessibility requirements and event security
Knowledge Management, Business Development and Other:
  • Oversee knowledge management efforts within the assigned project(s) within the Microsoft operating environment (SharePoint, Teams, Planner, etc.) and, as needed, Google workspace
  • Ensure that project-related data, files, and documentation are maintained, shared, stored, and disposed according to established protocols and in compliance with contract requirements
  • Collaborate with other members of the Project Operations Management (POM) function and Operations Team to build out and socialize approaches, toolkits, and capacity development resources
  • Provide inputs and review technical and cost proposals as requested by the Business Development (BD) team
  • Engage fully as a member of the EnCompass staff team, including participating in staff meetings and other EnCompass
  • May supervise one or more Project Operations Management (POM) function staff member as assigned
  • Other duties as assigned
Position Requirements
Qualifications
  • Minimum of a Master's degree and 5 years of experience or a Bachelor's degree and 7 years of experience or an Associate's degree and 9 years of experience or a High School diploma and 11 years of experience
Experience and Skills
  • Minimum of three years of project management experience, including experience in:
    • Supporting Cost Plus Fixed Fee contract operations (experience with buy-ins and/or on-demand tasks is a plus)
    • Supporting and tracking contracts or task orders and deliverables
    • Supporting staff and consultants in all operational aspects of a project
    • Developing and monitoring budgets for project activities
  • Experience working supporting U.S. Government contracts, with focus on USAID, with strong knowledge of the range of contracts and budget requirements (FAR and AIDAR), required
  • Excellent leadership, management, organization, communication (verbal and written) and problem-solving skills with the ability to prioritize assignments and meet required deadlines
  • Ability to confidently engage with staff at all levels to define needs and expectations, collaborate on projects, and communicate results
  • Ability to deal sensitively in multi-cultural environments and build effective working relations with clients and colleagues
  • Flexibility in working in a dynamic environment managing multiple activities, ad hoc requests, and changing requirements
  • Ability to integrate diverse information from varied sources
  • Adept at identifying and framing problems, setting priorities, and making critical assessments
  • Committed to providing the highest level of service to clients and technical teams
  • Expertise in project management software, word processing, database management, spreadsheets (Excel), and web-based programs

  • Experience managing international development projects implemented outside the U.S. including with offices, staff, and activities conducted overseas, highly preferred
  • Experience planning and implementing in-person events and workshops in diverse international operating environments, highly preferred
  • Experience managing large-scale procurements under acquisition awards, highly preferred
  • Experience supporting Monitoring, Evaluation, and Learning activities is a plus
  • Direct experience using accounting software (e.g. QuickBooks, Costpoint) for financial reporting is a plus
  • Professional level proficiency in Arabic, French or Spanish is a plus

The pay range for this role allows for the wide variety of factors that are considered in making compensation decisions including, but not limited to skill sets, experience and training, certifications, and other business and organizational needs. At EnCompass, it is not typical for an individual to be hired at or near the top of the range for their role and compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range is $94,500 to $110,000.
