Our work depends on Subcontracts Manager joining our team to be trusted advisors for our Federal Health Customers.HOW A SUBCONTRACTS MANAGER WILL MAKE AN IMPACT:Subject matter expert in subcontract proposal requirements, process, and responsibilitiesLead in management of assigned NDAs, TAs subcontracts, purchase orders, and other related agreementsActively participates in the capture process which includes pricing and scheduling strategy, lead for color team reviews, reviewing and interpreting government solicitations requirements, and coordinating communications and status to senior leadershipEnsure compliance in all aspects of proposal and sector programs, including monitoring the compliance trends of the Sector and providing senior leadership with results of audit cycle reviews; may include developing and delivering procurement trainingCompliance monitoring of all subcontract activities, including developing and applying methodology for identifying and reporting any fraud or misrepresentationHelp ensure that Subcontracts operates ethically and in strict compliance with government procurement regulations and lawsMaintains current knowledge of relevant Subcontract procedures and practicesReviews requests for proposals and prepares proposalsInterface with senior leadership and staff along with operational managers, and provide subcontract advice and guidance to promote the advancement of the subcontract disciplineConducts Fair and Reasonable determinations and completes Cost and/or Price Analyses, and reviews the analyses of others to ensure compliance with policy/procedureParticipates in the review and coordination of approval of terms, conditions, and legal sufficiency of all subcontract documentsPrepares status reports and briefs senior leadership on issues or problemsAssists senior leadership in preparing and implementing procedural changesLeads resolution of subcontract-related problemsForecasts and manages defense subcontracts pipeline proposal opportunitiesCoordinates with and briefs sector managers and senior leadership on proposal opportunities in all phases of the proposal lifecycleParticipates in special projects as required and/or other duties as assignedWHAT YOU LL NEED TO SUCCEED:Education and Experience: Bachelors degree with 5+ years of Subcontracts Administration experience. In lieu of degree, 9+ years of Subcontracts Administration experience required.Required Technical Skills: Microsoft Office SuiteRequired Skills and Abilities: Previous leadership experience required. Must be detail oriented, possess effective communication and writing skills, and be able to coordinate and prioritize multiple projects with limited supervision in a fast-paced environment. Ability to operate and negotiate independently. Problem solving skills. Advanced knowledge of relevant laws, regulations, terms, conditions, and policies governing assigned contracts, including FAR, and DFARS.
